Chief Operating Officer (COO) Baltimore, MD | Full-Time | $180,000 - $230,000 About Park Heights Renaissance Park Heights Renaissance (PHR) is a 501(c)(3) nonprofit organization leading one of the largest and most complex community revitalization efforts in Baltimore. Serving over 22,000 residents across 12 neighborhoods, PHR acts as the "community quarterback," aligning residents, partners, government agencies, and private stakeholders to drive long-term, measurable change. Through a Collective Impact Model, PHR advances a place-based strategy focused on improving economic mobility and addressing the root causes of poverty across six key pillars: Workforce Development Education & Out-of-School Time Housing & Real Estate Development Business & Commercial Revitalization Community Leadership Community Wellness & Safety The Opportunity The Chief Operating Officer (COO) is a key executive leader responsible for translating strategy into action and ensuring coordinated execution across Park Heights Renaissance's initiatives. This role leads implementation across three core portfolios: Economic Wealth Human & Community Development Capital Projects The COO will build and manage an ecosystem of aligned partners, programs, and investments—ensuring resources are deployed effectively and community outcomes are achieved at scale.
What You'll Do:
Operational Leadership & Execution Lead day-to-day operations across the organization Translate strategic priorities into actionable operational plans Drive accountability, performance, and execution discipline Organizational Infrastructure & Systems Build scalable systems, workflows, and operational processes Ensure efficiency across administrative and support functions Oversee tools and systems that support execution and tracking Process Optimization & Performance Identify and implement process improvements Standardize best practices across teams Monitor and enhance organizational performance metrics Vendor & Partnership Management Oversee vendor selection, procurement, and contracts Manage relationships with consultants and service providers Financial & Resource Alignment Partner with Finance to align operations with budget and strategy Ensure efficient and effective use of organizational resources Risk Management & Compliance Ensure compliance with regulatory and organizational requirements Support audit readiness and internal controls Leadership & Team Development Lead and develop high-performing, cross-functional teams Foster a culture of accountability, collaboration, and continuous improvement

Requirements:
What You Bring:
Required Bachelor's degree in Business, Public Administration, Nonprofit Management, or related field 10+ years of progressive leadership experience in operations or organizational leadership Proven ability to lead cross-functional teams and drive execution Experience building and scaling systems, processes, and infrastructure Strong leadership experience in complex, mission-driven environments Preferred Master's degree (MBA, MPA, or related field) Experience in nonprofit, public sector, or community-based organizations Experience with collective impact or place-based initiatives Experience working closely with executive leadership and boards
