Job Description
This is a supervisory and specialized record-keeping position as City Clerk for the Mayor-Council. This is a highly responsible administrative position which includes clerical work for maintaining the official record of Council proceedings, for custody and storage of official City records, for accounting matters, for personnel services and for purchasing activities. Work involves responsibility for planning and directing the work of City Office clerical personnel engaged in accomplishing all prior mentioned clerical work. This employee has responsibility for a substantial amount of public contact in furnishing information concerning city ordinances, policies and serves as open records officer. Attends all regular and special meetings of the Council, prepares the agenda, takes and prepares the minutes from the meeting. Coordinate and direct all activities of all city departments subject to provisions of state laws and ordinances of the city. Administer and implement all municipal ordinances. Serves as Enforcement Official for the City. Assist in preparation of the budget. Assume responsibility for the capital improvement plan. Research and conduct studies of municipal government and management. Address concerns and complaints from the general public. Serve as purchasing agent. Meet with the City Council to coordinate activities of the city. Maintain city compliance with state and federal regulations. Prepare and publish annual financial statement. Make recommendations to the governing body as requested concerning the employment of appointive officers, city employees and contractual personnel. Answers questions relating to official city public records. Responsible for the filing of and/or publication as required for official city documents and records such as contracts, insurance policies, ordinances, resolutions, deeds and other papers. office personnel, planning and directing their work in all areas mentioned preparation and validates correctness of official documents for publication. distribution of in-coming mail. customer complaints, regarding all city services. Make required deposits Prepare and mail monthly utility bills Invoicing, payroll, reports, monthly, quarterly and annual financial reports.
