Exempt Position Overview The City Manager serves as the Chief Administrative Officer of the city, appointed by and accountable to the City Council. This position is responsible for the day-to-day leadership and management of all city operations, ensuring that Council policy is translated into effective services for residents, businesses, and visitors. The City Manager will be expected to help build the organizational capacity, infrastructure, and community relationships needed to manage city's current and future population. The ideal candidate is a collaborative, forward-thinking leader who combines sound administrative judgment with genuine enthusiasm for community service. Essential Duties and Responsibilities The duties listed below are intended only as illustrations of the various types of work that may be performed. The omission of specific statements or duties does not exclude them from the position if the work is similar, related or a logical assignment to the position Policy Implementation & Council Relations Execute and enforce policies, ordinances, resolutions, and directives established by the City Council. Serve as the primary staff advisor to the City Council, providing well-researched recommendations on legislative, financial, and operational matters. Attend regular and special City Council meetings; prepare and present staff reports, briefings, and supporting materials. Develop and recommend long-range plans, policies, and programs that align with the City Council's vision for sustainable growth. City Operations Management Supervise and direct municipal departments and divisions, such as public safety, public works, utilities, parks, finance, planning, and community development. Ensure continuous improvement in the efficient and equitable delivery of city services. Establish clear lines of communication and accountability across departments. Lead organizational planning to scale city services and staffing as the population grows. Budget & Finance Prepare and present an annual operating and capital budget for City Council approval. Manage city finances, including revenue forecasting, expenditure controls, debt management, and grant administration. Ensure fiscal responsibility, transparency, and compliance with all applicable local, state, and federal requirements. Identify and pursue alternative revenue sources, including grants, partnerships, and economic development opportunities. Personnel & Organizational Development Maintain a comprehensive assessment of current staffing and organizational structure, Facilitate a formal organizational chart that supports effective and efficient service delivery. Monitor written job descriptions for all city positions, ensuring each role has clearly defined duties, performance expectations, and accountability. Continually evaluate current staffing levels and structure against operational needs; consistently align the workforce with the city's organizational goals and fiscal realities. Appoint, supervise, evaluate, discipline, and when necessary separate department heads and key staff. Foster a professional, results-oriented work environment that promotes employee development, accountability, and morale. Ensure compliance with all applicable federal and state employment laws and personnel policies. Build staff capacity in anticipation of growth, including succession planning and workforce development. Community & Stakeholder Relations Serve as the primary liaison between city government and the community, modeling transparency and open communication. Engage proactively with residents, civic organizations, business leaders, and other stakeholders on issues affecting the city. Represent the city at public events, intergovernmental meetings, regional planning sessions, and legislative forums. Respond promptly and professionally to citizen concerns and inquiries. Growth Planning & Economic Development Lead long-range planning efforts covering land use, transportation, utilities, infrastructure, and housing. Work with developers, state and regional agencies, and economic development organizations to attract investment and manage responsible growth. Coordinate with the planning department and other stakeholders to ensure that new development is consistent with the City Council's vision and financial sustainability. Anticipate and proactively address infrastructure needs associated with population growth. Legal & Regulatory Compliance Ensure all city operations comply with applicable federal, state, and local law. Work closely with the City Attorney to manage legal risk, respond to claims, and resolve disputes. Qualifications Education Bachelor's degree is required. Degrees in Public Administration, Business Administration, Political Science, Urban Planning, Finance, or a related field are preferred. A Master's degree in Public Administration (MPA), Business Administration (MBA), or a closely related discipline is a plus. Experience Minimum of seven (7) years of progressively responsible leadership and management experience, including direct supervisory responsibility. Equivalent private-sector or corporate executive experience will be considered. Demonstrated experience leading organizational restructuring, workforce realignment, or operational turnarounds — in any sector — is highly desirable. Experience managing significant budgets, capital projects, or multi-departmental operations is preferred. Prior experience in or with municipal government is an advantage but is not required. Candidates from corporate, nonprofit, or military backgrounds with transferable leadership skills are encouraged to apply. Familiarity with Texas municipal law and the council-manager form of government is beneficial; a willingness to develop this knowledge quickly is essential. Necessary Knowledge, Skills & Abilities Strong executive leadership and the ability to inspire and develop a high-performing team. Exceptional written and verbal communication skills, including the ability to present complex information clearly to elected officials and the general public. Sound financial acumen, including experience with municipal budgeting, capital planning, and grant administration. Demonstrated skill in strategic planning and translating long-term vision into operational results. Strong interpersonal skills and the ability to build trusted relationships with the City Council, staff, residents, and external partners. Ability to exercise independent judgment, manage competing priorities, and remain composed under pressure.

Tools and Equipment Used The essential functions of this position require the daily use of a personal computer, telephone, copier, calculator, fax machine, standard office equipment, audio/visual equipment, and department vehicles.
