Job Description
Coordinates, directs and supervises city staff to insure compliance with all appropriate federal, state and laws/regulations and local ordinances/policies. Attend City Council meetings to propose and/or recommend policy. Provides all necessary and relevant information for public discussion and adoption of city public policy by the city council. Is responsible for the hiring and training of all City staff that is not appointed by the City Council. Prepares the City's annual budget for City Council discussion and approval. Make recommendations concerning the general welfare of the city to the city council for action. Supervise all municipal employees, departments and programs of the city. On a yearly basis reviews and evaluates department head and site managers job performance and submits written reports to council. Reviews department heads evaluation of subordinate employees. Carries out financial obligations and policy as directed by official city council action. The City Council will take action on a spending limit resolution for the City Manager as part of the yearly city budget. Is the City's representative at local, regional and state meetings and functions. Investigates staff job related complaints and takes appropriate discipline as required by said complaint. Informs City Council of all complaints and action taken. Investigates citizen complaints with appropriate staff support and takes appropriate action. Reports to City Council via monthly written report. Act as the purchasing agent for the city with power to make a purchase when the amount involved does not exceed a sum as prescribed by resolution of the city council, but on purchases exceeding such sum he must secure the approval of the city council.
Qualifications:
Must have language skills, mathematical skills, and reasoning ability. Must be able to do a yearly proposed budget using concepts such as fractions, percentages, ratios and proportions to practical situations.
