Under minimal supervision, the Civil Engineer assists the Department in the performance of office and field-related engineering work in connection with the planning, design, and construction of a wide variety of engineering projects and the development and administration of environmental programs and policies.CIVIL ENGINEER PRINCIPAL DUTIES AND RESPONSIBILITIES
Coordinates with other departments for the orderly platting and development of all property in the City in accordance with established City ordinances, policies, and procedures, and prepares drawings and presentations for City Council and other public meetings. Provides project management on the City's Capital Improvement Projects, technical direction to developers and builders, reviews and comments on zoning applications and exhibits, platting applications and exhibits, and engineering construction plans. Maintains engineering plan files and digital file systems, and revises ordinances, procedures, and policies, as required, and administers construction contracts for public infrastructure projects, including processing change orders.SENIOR CIVIL ENGINEER JOB SUMMARY
Under nominal direction, the Senior Civil Engineer assists the Department in the performance of office and field-related engineering work in connection with the planning, design, and construction of a wide variety of engineering projects, and the development and administration of environmental programs and policies. The duties of this position involve working with the Director in engineering design, contract administration, development coordination, engineering plan review, infrastructure master planning, storm water management, environmental issues, and interagency coordination.SENIOR CIVIL ENGINEER PRINCIPAL DUTIES AND RESPONSIBILITIES
Coordinates with other departments for the orderly platting and development of all property in the City in accordance with established City ordinance, policies, and procedures, and assists in the direction of the preparation and review of plans, specifications, cost estimates, and contracts for utility projects, street construction, and drainage projects. Coordinates the preparation of cost estimates, plans, and specifications, bidding of construction contracts, inspection of construction projects, and preparation and maintenance of contractor's pay estimates and other project records, as well as the preparation and maintenance of necessary plans, maps, notes, plats, profiles, and other engineering records. Prepares reports on the progress of public works projects and submits these to the Directors and/or the City Manager's Office as necessary, provides project management on the City's Capital Improvement Projects, and provides technical direction to developers and builders, prepares drawings and presentations for City Council and other public meetings, and revises ordinances, procedures, and policies, as required. Coordinates engineering design and construction activities involving the City and other agencies, assists in the coordination and selection of architectural and engineering consultant services for City projects as required, and reviews and makes recommendations on submittals from consultants for compliance with local standards and accepted practice. Reviews and comments on zoning applications and exhibits, platting applications, and exhibits and engineering construction plans, and administers construction contracts for public infrastructure projects, including processing change orders. Attends Planning and Zoning Commission and City Council meetings as necessary, and represents the City and department with other governmental and regulatory agencies for review and processing of permits, applications, engineering plan submittals, hydraulic analysis, and other requests.ADDITIONAL CIVIL ENGINEER AND SENIOR CIVIL ENGINEER DUTIES
Supervises private development construction inspections and coordinates the completion and acceptance of private development-related public improvements. Represent the City and department with other governmental and regulatory agencies for review and processing of permits, applications, engineering plan submittals, hydraulic analysis, and other requests. Assists in the preparation of the department's annual Operations and CIP budgets, assists in the development, implementation, administration, and enforcement of NPDES Stormwater Management Program, assists in the implementation of environmental and other regulations and mandates, and assists in the development and updating of infrastructure master plans. Performs field investigations, investigates requests, suggestions, and complaints from City staff, City officials, and citizens under the direction of the Director of Public Works. Works closely with the Traffic Division to perform traffic counts and speed surveys, and maintains the inventory of traffic signals, street lighting, and signs. Acts as City Floodplain Manager, ensures NFIP regulations are adhered to by all developers and public improvement projects, and assists the public in obtaining flood maps and floodplain-related information. Acts as Right-of-Way Permit Manager, reviews applications, coordinates work with contractors, provides inspections, and maintains a database of approved ROW permits. Performs other related duties and special assignments as required.KNOWLEDGE SKILLS AND ABILITIES REQUIRED
Advanced skill in the use of quantitative and analytical approaches to problem solving. Advanced skill in technical fields related to the design of roads, drainage, water, and wastewater facilities, experience in construction and engineering design contract administration. Advanced knowledge of current civil engineering practices and the Texas Engineering Practices Act. Must be proficient in the operation and utilization of computers and computer software. Must be proficient in the use of the latest version of Auto CAD to design paving, drainage, water, and sewer plans. Must be proficient in Microsoft Word, Excel, PowerPoint, and other Microsoft Office software. Must have the ability to interpret and apply City ordinances, policies, and procedures. Ability to communicate effectively and meet with the public. Ability to direct and manage the work of subordinates and consultants.PHYSICAL DEMANDS AND WORK ENVIRONMENT
