JOB SUMMARY
Responsible for overseeing the preferential assessment of land. The Clean & Green Program is offered to property owners with 10 or more acres who choose to enroll in the program.
ESSENTIAL FUNCTIONS
(Illustrative only) 1. Establish a total-use value for land in agricultural use, agricultural reserve, or forest reserve by considering available evidence of the capability of the land for its particular use by reviewing USDA soil maps and information provided by the Department of Agriculture. 2. Educate property owners on Clean and Green laws, rules, regulations, and violations. 3. Prepares Clean and Green rollback estimates for property owners. 4. Maintains accounting functions for Clean and Green monies in compliance with the Tax Claim office. 5. Monitoring of deeds for separations and split-offs on clean and green properties to collect any roll-back taxes due to the county for violations of the clean and green covenants. 6. Continued analysis of the impact of clean and green assessment on county's total assessed value. 7. Reviews and approves/denies all applications for the Clean and Green program. 8. Make recommendations to Assessment Director/Chief Assessor related to County policies and procedures regarding the Clean and Green program. 9. Conduct field visits to ensure program compliance and resolve mapping and classification issues. 10. Continued research and/or education for thorough working knowledge of the program (including any legislative updates) to assist any property owner(s) with questions or concerns of their enrollment, any change of use to the land, etc. 11. Enter field data and create detail sketches of improvements utilizing a Computer Assisted Mass Appraisal system 12. Work independently in assessing real estate property by gathering pertinent data such as size, type of construction, age and location to serve as a basis for determining assessed value. 13. Interview property owners, builders and realtors to obtain necessary information in computing assessments, consider cost and income to determine value.
GENERAL OFFICE DUTIES
  • Assist with answering telephone calls for the office
  • Assist with customers at the counter with payments, questions, etc.
  • Other duties as assigned
REQUIRED KNOWLEDGES, SKILLS AND ABILITIES
  • High School Diploma or GED
  • Knowledge of office terminology, procedures and equipment
  • Ability to understand oral and written directions
  • Excellent organizational and communication skills
PHYSICAL DEMANDS
While performing the duties of this job, the employee is regularly required to sit; use hands and fingers; feel, talk and hear. The employee is frequently required to reach with hands and arms. The employee is occasionally required to stand and walk. The employee must be able to lift and/or move up to 25 pounds. WORK ENVIRONMENT
While performing the duties of this job, the employee is mostly working in an office environment. Employee may need to go into the field periodically for additional information in regard to appeals and assessments.
