Job Description

The City of Ovilla, a dynamic and growing community located in Ellis and Dallas Counties, is currently accepting resumes for the position of Code Compliance/Animal Control Officer. This position is responsible for both code compliance and animal control functions, with the primary focus on code compliance activities. The City currently employs a second Code Compliance/Animal Control Officer whose primary responsibilities are related to animal control operations. The City of Ovilla offers an excellent benefits package, including 80 to 160 hours of annual vacation leave based on total years of municipal service at the time of hire, 14 paid holidays plus three (3) personal holidays each year, longevity pay, and an annual vacation buyback program. GENERAL SUMMARY
The Code Compliance/Animal Control Officer is responsible for code compliance and animal control duties pursuant to the Ovilla Code of Ordinances. The position administers the City's ordinances related to abatement of nuisances and monitoring compliance with the zoning code and other City codes and regulations. This job requires good research and organizational skills, close attention to requirements for processing and documenting casework, good communication skills and the ability to deal tactfully and effectively with members of the public. Performs other duties as required.
PAY RANGE
Starting pay $20.00 to $28.00 hourly, depending on qualifications.
SUPERVISION RECEIVED AND EXERCISED
This position receives direct supervision from the Chief of Police or his designee. This position does not supervise any other position.
ESSENTIAL COMMUNITY DEVELOPMENT DIRECTOR RESPONSIBILITIES
May include, but are not limited to, the following: Identifies and documents violations of City of Ovilla Code of Ordinances Prepares written notices of violation and works with property owners to achieve compliance Conducts follow-up inspections to ensure compliance is achieved Performs tasks related to the enforcement of animal control ordinances within the City of Ovilla Operates the animal shelter facility and maintains related records Investigates animal complaints and captures, impounds, relocates, and when necessary disposes of animals Issues citations or summons for ordinance violations Prepares case reports as appropriate Testifies in court as necessary Assists other departments Performs all duties in conformance to appropriate safety and security standards/policies Ensures all behaviors comply with Ovilla Police Department Policies and Procedures and City of Ovilla Personnel Policies Performs other duties as assigned or required.
Qualifications:
MINIMUM JOB REQUIREMENTS
Must be a United States citizen Must be at least 18 years of age Must meet one of the following educational requirements: High school graduate, OR Have passed a general educational development (GED) test indicating a high school graduation level Must possess and maintain valid, current Texas driver license with acceptable driving record Must possess Texas Code Enforcement Officer certification Must be available to work 8:00 a.m. to 4:30 p.m. Monday through Friday, and overtime, on-call, nights, weekends, and holidays as required Must be capable of performing all essential job functions Must possess the vision, hearing, ability and dexterity necessary to operate motorized vehicles, equipment, tools and power tools; frequently required to stand, smell, talk, hear, walk, sit, stoop, kneel, crouch, climb, balance; lift up to 75 lbs., move by pulling, pushing, rolling objects exceeding 75 lbs. Must be able to perform tasks, primarily in outdoor environment in extreme weather conditions Ability to deal with the public and fellow employees in a tactful, courteous, considerate manner Ability to humanely handle animals under various circumstances Must pass a background check, physical examination, and drug screen Must be able to provide credible testimony in a court of law Possess or be able to attain Basic Animal Control Officer certification within 18 months after appointment. Must be capable of performing all essential job responsibilities
