QUALIFICATIONS
Education:
Minimum of a bachelor's degree in Accounting, Finance, or a closely related field required. Certified Public Accountant (CPA) designation preferred.
Experience:
Minimum of five (5) years of progressively responsible experience in school business services, governmental accounting, state auditing, or related financial operations.
Skills and Competencies:
Demonstrated expertise in financial planning and analysis, accounting operations, and internal controls. Proven ability to supervise accounting functions, manage debt service and capital funds, oversee payroll and benefits administration, ensure compliance, and administer records retention processes. Strong knowledge of property and casualty insurance and employee benefits administration. Extensive knowledge of Generally Accepted Accounting Principles (GAAP) and Governmental Accounting Standards Board (GASB) standards, including their application within governmental and educational financial environments. Active membership in the Georgia Association of School Business Officials (GASBO) or demonstrated commitment to professional engagement in school finance organizations.

JOB DESCRIPTION
The Comptroller serves as a key financial leader responsible for overseeing all Business Services functions and ensuring the integrity, accuracy, and compliance of the school system's financial operations.
Primary Responsibilities:
Provide leadership and oversight for all Business Services functions, including Accounting, Payroll, and Benefits Administration. Complete employee evaluations for Business Services employees. Develop, prepare, and manage the system-wide budget, including all amendments; support long-range financial planning initiatives. Direct and supervise all accounting operations, including general ledger management and financial reporting. Establish, implement, and monitor strong internal controls to safeguard system assets and ensure regulatory compliance. Oversee all banking activities, including account management, approval of bank reconciliations, and monitoring of positive pay applications, and maintain effective working relationships with banking partners and representatives to support operational efficiency and financial strategy. Approve invoices, purchase requisitions, and Professional Learning Leave forms. Prepare and submit all required financial and regulatory reports, including ACA reporting. Coordinate and oversee internal and external audits; serve as primary liaison with independent auditors. Prepare and submit the system's Management Discussion and Analysis (MD&A) to external auditors. Review internal audits of School Activity Accounts, communicate findings to principals, and monitor corrective action plans. Ensure compliance with all applicable federal and state payroll laws and regulations, including IRS, Georgia Department of Labor, and Georgia Department of Revenue requirements. Oversee payroll processes, including the preparation and submission of supplemental and additional compensation to the payroll department. Prepare and submit grant-related cash drawdown requests in compliance with applicable guidelines. Prepare staff attendance reports for submission to the Board of Education. Prepare, record, and reconcile monthly financial entries, including consolidating fund allocation entries. Supervise employee benefits programs, including group insurance and fringe benefits, in coordination with the system's insurance consultant or agent of record. Ensure compliance with Meaningful Notice requirements for tax-sheltered annuities. Oversee debt service functions, including monitoring and processing of debt-related payments. Direct the records retention process for all financial documentation. Administer the system's property and casualty insurance program in coordination with the agent of record. Serve as system administrator for financial and operational systems, including SmartFusion, TimeClock Plus, Softdocs, and other related applications. Perform other duties as assigned by the Superintendent or Assistant Superintendent for Financial Services.
