Job Description
Full-time Summary:
The District Operations Administrator works under the direction of the District Manager and serves as the primary administrative and operational support position for the district. This position assists with the day-to-day management of District operations including financial administration, budgeting, procurement, grant administration, reporting, project coordination, and organizational operations. The District Operations Administrator may also assist with special projects, public outreach initiatives, advisory committees, and operational planning efforts in support of the mission and objectives of the Clinton County Conservation District.Essential Duties and Responsibilities:
- Assists the District Manager with the daily administrative, operational, financial, and programmatic functions of the Conservation District.
- Coordinates staff development, training opportunities, operational planning, and implementation of annual work plans and long-range District initiatives.
- Assists with the administration and oversight of grants, contracts, delegated programs, and special projects, including Growing Greener Grants, PACD Mini-Grants, Chesapeake Bay Program initiatives, and other state and federally funded programs.
- Assists with inspections, complaint response, and field activities related to Chapter 83 / Act 38 Nutrient Management, Chapter 91 Manure Management, Chapter 102 Erosion & Sediment Control, and Chapter 105 Water Encroachment programs, as needed.
- Assists with development of technical specifications, procurement documentation, Independent Government Estimates, and coordination with vendors, contractors, tenant agencies, and partner organizations.
- Maintains cooperative working relationships with County departments, governmental agencies, contractors, consultants, municipalities, agricultural partners, and the public.
- Assists with development, monitoring, reconciliation, and administration of District budgets, expenditures, grant allocations, and financial accounts.
- Maintains accounting records and processes invoices, billing statements, receipts, reimbursements, deposits, fund transfers, and other financial transactions in accordance with applicable policies and budgetary requirements.
- Prepares and maintains financial spreadsheets, reports, reconciliations, reimbursement requests, and audit documentation; assists with annual budget preparation, financial forecasting, and audit coordination.
- Establishes and maintains reports, records, filing systems, and Standard Operating Procedures (SOPs) necessary to support financial accountability, grant compliance, procurement activities, and operational efficiency.
- Coordinates procurement and purchasing activities including requisitions, purchase orders, inventory tracking, vendor communication, invoice resolution, receiving shipments, contract administration, and compliance with County and District purchasing policies.
- Assists with preparation and submission of operational, financial, grant, quarterly, annual, and programmatic reports required by the District Board, County Commissioners, and state and federal agencies.
- Assists the District Manager and District Board in development, implementation, and evaluation of Annual Goals & Objectives and long-range planning initiatives.
- Manages and coordinates building and grounds assessments, deferred maintenance planning, and facility-related contracts and agreements.
- Maintains general knowledge of all District programs and provides administrative and operational support to District staff, including preparation of correspondence, contracts, reports, newsletters, invoices, permit letters, and public information materials.
- Organizes and coordinates the annual Farm-City Family Festival event in cooperation with participating agencies, volunteers, and community partners.
- Serves as the secondary Right-To-Know Officer in the absence of the District Manager and ensures compliance with applicable response requirements.
- Serves as recording secretary to the District Board by preparing agendas, minutes, treasurer's reports, meeting packets, and Board correspondence; attends monthly Board meetings unless excused.
- Provides courteous assistance to visitors, callers, contractors, agencies, and members of the public.
