About the role:
The Counsel, Regulatory provides pragmatic, solutions‑oriented legal counsel to support PMI's U.S. business by enabling regulatory‑compliant decision‑making across product strategy, data generation, commercialization, and innovation. This role partners closely with Regulatory Affairs, Insights, Data & Analytics (ID&A), and Commercial teams to solve complex business problems while ensuring compliance with applicable laws, regulations, and company policies. The role operates with a high degree of independence and professional judgment. Your 'day-to-day' Provide legal counsel on FDA regulatory strategy and execution for U.S. smoke‑free products, including premarket, post‑market, and lifecycle regulatory matters. Serve as the primary legal advisor to Insights, Data & Analytics (ID&A) on the design, conduct, and use of market research and analytics, ensuring compliance with applicable law, company policies, and regulatory positions. Advise on state brand directory applications and ongoing compliance, including issue identification, risk assessment, and resolution of state‑level regulatory challenges. Provide legal guidance on FDA post‑market compliance, including labeling, reporting, regulatory correspondence, and corrective actions. Support and enable innovation initiatives by advising on regulatory considerations impacting new products, product modifications, and novel approaches. Partner with Commercial teams to provide proactive, business‑focused regulatory advice that supports compliant execution of commercial initiatives. Manage matters independently from issue identification through resolution, escalating to the Assistant General Counsel, Regulatory as appropriate. Conduct legal research and analysis and provide clear, actionable guidance to business partners. Manage external counsel as needed and collaborate with Legal colleagues and global subject‑matter experts. Participate in cross‑functional initiatives and project teams and support a culture of integrity and respect. What we're looking for: J.D. from an accredited law school and licensed to practice law in a U.S. jurisdiction. At least five (5) years of legal experience in a major law firm and/or in‑house at a major corporation. Litigation experience preferred, particularly involving regulatory enforcement, government investigations, or high‑stakes compliance matters. Experience advising on regulatory matters in a highly regulated industry strongly preferred. Demonstrated ability to work independently with minimal supervision, exercise sound legal judgment, and manage multiple priorities in a fast‑paced environment. Strong written and interpersonal communication skills, with the ability to translate complex regulatory issues into practical business guidance.
