Job Description
Serves as a primary provider of employer-focused services within the Workforce Innovation and Opportunity Act (WIOA) Title I Business Services function across the IowaWORKS Burlington and Davenport One-Stop delivery system. Responsibilities include employer outreach, coordination of workforce solutions, and delivery of business services within an eight-county service area. The Business Services Representative collaborates with IowaWORKS partners to identify employer needs, support work-based learning opportunities, assist with Rapid Response activities, and promote engagement with workforce programs. This role requires building strong relationships with regional employers, supporting integrated service delivery across centers, and involves regular travel. This position is based in Burlington and requires regular travel across a 8-county service area, including Davenport as needed.

Provision of participant services in public employment/training program Administration of public employment/training programs Professional youth activities Case Management Planning and evaluation for public sector programs Personnel or training responsibilities for private industry Planning and organizational development in private industry Labor market analysis for private or public sector employers Must relate well with people. Must have the ability to develop private sector employer involvement. Must be able to develop good working rapport with employers in Eastern Iowa Workforce Area and maintain good public relations within the area. Demonstrated proficiency in Microsoft Office and database applications. Must have excellent verbal and written communication skills. Business Services Representative Business Services Initial public or private employer contact to secure a worksite to provide training in the planned occupation for WBL. Develop and negotiate contracts with the employers for WBL and On-the-Job Training. Conduct Rapid Response by scheduling Employer and Worker Informational Meetings for Businesses closing/conducting layoffs or businesses where we have received a WARN Notice or non-WARN events.Layoff Aversion Activities to include:
Ongoing engagement, partnership, and relationship-building activities with businesses in the community, in order to create an environment for successful layoff aversion efforts and to enable the provision of assistance to dislocated workers in obtaining reemployment as soon as possible. Providing assistance to employers in managing reductions in force, which may include early identification of firms at risk of layoffs, assessment of the needs of and options for at-risk firms, and the delivery of services to address these needs. Funding feasibility studies to determine if a company's operations may be sustained through a buyout or other means to avoid or minimize layoffs; Developing and managing incumbent worker training programs or other worker up skilling approaches. Connecting companies to state Short-Time Compensation or other programs designed to prevent layoffs or to quickly reemploy dislocated workers, business loan programs for employee skill upgrading; and other Federal, state, and local resources as necessary to address other business needs. Establishing linkages with economic development activities at the Federal, state, and local levels, including Federal Department of Commerce programs and available state and local business retention and expansion activities. Partnering or contracting with business-focused organizations to assess risks to companies, propose strategies to address those risks, implement services, and measure impacts of services delivered. Conducting analyses of the suppliers of an affected company to assess their risks and vulnerabilities from a potential closing or shift in production of their major customer. Engaging in proactive measures to identify opportunities for potential economic transition and training needs in growing industry sectors or expanding businesses; and Recruit Businesses for One-Stop Center events such as Job Fairs, Hiring Sessions, Mixers, etc. Participate in Eastern Iowa Workforce Development Board Business Services Committee Meetings. Participates in Iowa WORKS Business Services Team Meetings. Work to develop Registered Apprenticeship Opportunities. Assist with developing Sector Boards in the area. Assist with Job Development and Job Placement for WIOA participants Data Management System and Electronic File Maintenance Requirements Document according to the IowaWORKS System Guide, WIOA Title IB Policies, and EIWDB Policies Enter Marketing Leads or convert a Marketing lead to a registered employer. Documents all services provided to an employer in the system. Uploads all contract documents for the employer. Maintains a list of employers interested in WBL. Document all Non-WARN layoff/closure notices to the Rapid Response Microsoft Form. Document all Employer and Worker Information Meetings in IowaWORKS. Monitoring Requirements Monitoring of the work site and participant on a scheduled basis (and as additionally required) to ensure conditions of the contract are being met and participant is progressing as planned.
