Job Description

The City of Effingham is seeking candidates to serve as Customer Service Representative II in the Office of the Building Official. The Customer Service Representative II reports to the Director of Public Works. This position is full-time, with a minimum starting wage of $23.14 per hour. Wage increases to at least $23.73 per hour after six months of service. The City offers a comprehensive benefits package, including a defined pension plan. DUTIES:
  • Act as receptionist. Receive and screen visitors and telephone calls. Direct the caller or visitor to the proper staff member or personally handle the request for service.
  • Respond to inquiries and confer with builders, engineers, contractors, architects, and the public concerning submission requirements, building codes, and permit regulations at the counter, over the phone, and online.
  • Keep records of customer interactions, recording complaints, inquiries, comments, and actions taken. Follow-up to ensure that these were appropriately resolved.
  • Perform general office duties, such as ordering supplies, maintaining records management database systems, and performing basic bookkeeping work.
  • Manage department records, including archiving, scanning, and improving organization of various types of documentation.
  • Develop correspondence, reports, forms, and specialized documents from drafts, notes, or brief instructions. Proofread and check materials for accuracy, completeness, and compliance with departmental policies and regulations.
  • Efficiently process building, electrical, and plumbing permit applications and miscellaneous permits; complete cursory review of permits to ensure completeness.
  • Assemble, route, and monitor plans and related information through various City departments and agencies for the plan review process and permit issuance.
  • Enter appropriate information into logs and records of permits issued. Maintain and compile records files, forms, and reports concerning building inspection and plan review activities.
  • Manage permitting software. This includes assisting builders, engineers, contractors, architects, and the public on the front-end inputs. This also includes configuring the software and working within the database.
  • Compile reports for permits issued and other office data.
  • Utilize the City's financial software system. This includes preparing itemized statements, bills, or invoices and recording billing amounts due for quantity used or services rendered. This also includes entering invoices for payment from products received within the department.
  • Enter information from estimates and quotes into the City's financial software system for procurement within the department.
  • Performs other related duties, as assigned.

MINIMUM QUALIFICATIONS
  • High school diploma or equivalent.
PREFERRED QUALIFICATIONS
  • Associate's degree or equivalent.
