Introduction Maryland Benefits (MD Benefits) is a dynamic, cloud-based platform. This enterprise-wide digital service allows organizations to build, test, host, operate, and integrate mission-driven applications, data, and emerging technologies. MD Benefits offers cloud-based Platform-as-a-Service (PaaS) capabilities, a shared data architecture, and product development services, all developed by the State of Maryland to help multiple agencies deliver and manage health, human, and social service benefits and programs. On July 1, 2025, the operation of the MD Benefits shared platform and statewide applications transitioned from the Department of Human Services (DHS) to the Department of Information Technology (DoIT). •This is a contractual position with limited benefits•Main Purpose The Data Analyst (Senior) shall provide advanced expertise in data collection, processing, analysis, and reporting to support business, management, communications, and strategic decision-making. Position Duties The responsibilities of a Data Analyst, Senior include, but are not limited to the following duties: Designing, developing, and implementing data models, queries, and reports to transform raw data into actionable insights. Analyzing large and complex datasets using statistical, quantitative, and qualitative methods to identify trends, patterns, and anomalies. Preparing visualizations, dashboards, and reports to communicate findings effectively to stakeholders and decision-makers. Ensuring data quality, accuracy, and integrity through validation, cleansing, and reconciliation processes. Collaborating with stakeholders to define data requirements, performance metrics, and business intelligence solutions. Developing and documenting procedures, standards, and best practices for data analysis and reporting. Supporting predictive analytics, forecasting, and advanced modeling to assist in strategic planning. Ensuring compliance with data governance, security, and confidentiality requirementsMinimum Qualifications Education:
This position requires a Bachelor's degree from an accredited college or university with a major in computer science, information systems, engineering, business, or a related scientific or technical discipline; or three (3) years of equivalent experience in a related field.General Experience:
The proposed candidate must have at least six (6) years of experience in DBMS systems analysis and database programming.Specialized Experience:
The proposed candidate must have at least three (3) years of experience in using current DBMS technologies (EDB PostgreSQL/Aurora DB), application design utilizing various DBMS, and proficiency with SQL. At least six (3) years of experience in administering cloud-based multiuser environments with expertise in planning, designing, building, and implementing complex database systems. In-depth knowledge of the EDB PostgreSQL/Aurora DB architecture. Must have experience working in the database domain with at least four (4) years of experience developing queries with EDB PostgreSQL / Aurora DB. Administered PostgreSQL/Aurora databases throughout the non-production (Sandbox, development, test, UAT, Training), pre-production (Staging), and production lifecycles in an AWS environment. Experienced with optimizing database performance through exhaustive proactive testing and ongoing real-time monitoring. Experienced in scripting and database functions. Experience in testing database security and enterprise policy guidelines according to established best practices. Experience with Agile/DevOps is a plus. Functional experience in Federal and/or State health and human services (HHS) programs is preferred (i.e., Child Welfare (CCWIS), Child Support, Adult Protective Services, Juvenile Services, Supplemental Nutrition Assistance Program (SNAP), Temporary Assistance for Needy Families (TANF), Women, Infants & Children (WIC), Electronic Benefits Transfer (EBT), Medicaid, Children Health Insurance Program (CHIP), Care Management, EHR, Child Care).Similar jobs in Glen Burnie, MD
