Job Description

This posting will be used to fill the full-time, Safety Sensitive position of Deputy Director of Public Works for the Bureau of Engineering. This position holds the highest level of responsibility and authority for the Bureau of Engineering. This position oversees 77 employees and an annual budget of $12 million, including a Capital Improvement program budget of $2 billion. This position primarily manages the entire Bureau of Engineering, including General Engineering, Utility Engineering, Technical Engineering, and Engineering Administration.
NATURE AND VARIETY OF WORK
Work involves responsibility for planning, organizing, budgeting, and directing the Bureau of Engineering's various programs and activities. Work requires the direction and organization of a diversified staff engaged in planning, design, and construction of water and wastewater distribution, collection, and treatment systems and facilities, highways, stormwater, solid waste, recreation and parks, dredging, and general county buildings, including libraries, fire, and police stations. The Deputy Director is tasked with the continuous modernization of project management workflows, specifically focusing on the implementation of data-driven performance metrics and a culture of accountability across the bureau. Work is performed with considerable independence under the general direction of the Director of Public Works. Performance is evaluated through regular consultations, progress reports, and the successful attainment of departmental goals.(

They are not intended to include all of the essential job functions of all positions in the class). Plan, organize, direct, and manage assigned engineering programs. Develop and implement policies and procedures for the Bureau of Engineering and assist with the development of department wide policies and procedures. Direct the preparation of the bureau's annual operating budgets. Direct the preparation of the County's capital budgets. Ensure proper training for staff members. Supervise the preparation and maintenance of necessary records and reports. Responsible for hiring, firing, disciplining, and related personnel matters.
BUREAU OF ENGINEERING
Serve as Chief Engineer for Anne Arundel County. Plan, organize and direct the various programs and activities; conduct or attend meetings with engineers, developers and other individuals concerning bureau and departmental programs. Provide the Director of Public Works with regular briefings on the status of the county's capital program execution. Direct the ongoing refinement and modernization of the county's design standards; manage developer inspection fees and resolve policy-related inquiries from public, private, and government stakeholders. Educate and engage the public on capital projects. Supervise managers of professional personnel engaged in planning, design, construction, management, and technical engineering of county infrastructure. Evaluate design, operations, and costs to develop annual budgets and manage expenditures, prioritizing fiscal efficiency alongside public service quality. Identify and recommend strategic solutions for engineering bottlenecks and budgetary constraints. Direct the preparation of necessary records, reports, and histories. Testify on county, state and federal legislation on behalf of the Department of Public Works. Perform related work as required.
KNOWLEDGE, SKILLS, AND ABILITIES
Extensive knowledge of modern methods and techniques of administration and management. Extensive knowledge of engineering principles and practices applied in the planning, design, construction, and operation of engineering projects. Thorough knowledge of authoritative reference works in the field of engineering. Ability to supervise and manage assigned professional, technical, labor and clerical staff and evaluate their progress and efficiency. Proven ability to lead organizational reform by establishing robust performance measures, key performance indicators (KPIs), and accountability frameworks for project management teams to ensure timely and cost-effective project delivery. Ability to plan, organize, and direct a variety of programs and activities. Ability to develop long range engineering plans and make decisions on major policy and operational problems. Ability to establish and maintain effective working relationships with County officials, associates, consultants, contractors, and the public. Ability to communicate effectively.
Education :
A bachelor's degree from an accredited four-year college or university with a degree in civil engineering or a related field such as business administration, business management and physical science/chemistry; six (6) or more months of graduate level course work in business administration, management, or a related field.
Experience :
Six (6) or more years of engineering experience in a specific engineering program area such as civil, environmental, transportation, utility, highway, water, wastewater, or sanitary engineering, including management, supervisory, and administrative experience.
Additional Requirements:
A valid Class C motor vehicle operator's license.
NOTE:
This position is Safety-Sensitive and employees in this position are subject to Controlled Dangerous Substance (CDS) and Alcohol testing.

Preference will be given to applicants with the following: 1.) A Professional Engineer (P.E.) license in the State of Maryland. 2.) Six or more years of experience managing engineers and project managers to deliver a variety of complex capital projects.
