Job Description

The purpose of the Deputy Public Fiduciary is to assist the Public Fiduciary with the overall planning and management of the operations of the Gila County Public Fiduciary Department to achieve the department's mission of providing guardianship, conservatorship, decedent estate services and court-ordered investigations for vulnerable persons to protect their estates and well-being.
SUPERVISORY RESPONSIBILITIES
Regularly assigns work to other employees and supervises related activities. Provides recommendations on employee coaching; handling employee grievances and employee training. Makes final decisions on scheduling work hours of employees; evaluating employee performance and granting time off.
ESSENTIAL DUTIES AND RESPONSIBILITIES TIME SPENT
Selects, plans, assigns, supervises, and evaluates work activities of subordinate personnel, including direct, comprehensive supervision of all Fiduciary Services Specialist duties; interviews and selects employees for hire, trains employees, performs employee performance evaluations and performs disciplinary actions. 20% Performs overall preparation and administration of department budget and fiscal matters for approval of director; coordinates and participates in annual budget processes, meeting with auditors from County, Supreme Court, Social Security, and Veterans Affairs regarding audit processes, inquiries, findings, and policy implementation; manages departmental administrative and operational functions; and analyzes department results, prepares statistical reports, and provides recommendations to Public Fiduciary on how to improve results and service delivery in administration of guardianships, conservatorships, decedent estates and indigent burials. 20% Consults with legal and medical professionals, government and social service agencies, mortuaries, and law enforcement concerning matters of wards or estates; coordinates legal obligations of office, including preparing/reviewing legal documents; reviews and revises work of legal counsel and paralegals; tracks legal petitions filed with court; prepares and monitors court calendar; attends court hearings, providing testimony and/or affidavits and depositions; and tracks and analyzes impact of existing and proposed legislation and provides recommendations to director for implementation. 20% Investigates applications and interviews applicants for indigent burial and determines eligibility, executes affidavits, and seizes monies in accounts for reimbursement to Gila County; authorizes demands for payment. 10% Develops departmental policy and ensures compliance with County and departmental policies and procedures; develops and implements department plans and programs, identifies operational problems and develops solutions, and participates in development and implementation of strategic plan and fiscal responsibility of Public Fiduciary budget. 10% Investigates and authorizes payment from client accounts and fund requests for wards and signs checks; authorizes consents for treatment and medication changes for wards; and oversees and conducts onsite client visits to ensure least restrictive placements. 10% Acts as Public Fiduciary in that person's absence regarding guardianship, conservatorship, and probate matters, including representation in courtroom setting. 10% Performs other duties as assigned.
BUDGET RESPONSIBILITIES
This position reviews, edits and approves for submission department level budget.
PROJECT RESPONSIBILITIES
Provides project resource allocation based on pre-approved resources involving organizational development; human resource projects and employee training and development projects.
ORAL COMMUNICATION DUTIES
This position trains colleagues, explains County procedures or processes, responds to public inquiries, negotiates or persuades, conducts meetings and provides expertise before the courts and tribunals as an expert witness.
WRITTEN COMMUNICATION DUTIES
This position creates or edits documents, internal memos, emails, formal letters, reports, guidelines and creates legal pleadings.
INTERACTIONS WITH THE GENERAL PUBLIC
Interacts extensively with employees, customers, the general public, vendors, regulatory bodies, and other groups and/or individuals and Institutions over the telephone, by email, and/or in person.
INTERACTIONS SPECIFICALLY WITH CUSTOMERS
Always (More than 85% in a year)
MINIMUM EDUCATION REQUIRED
Bachelor's Degree in Psychology, Health Administration, or a related field.
MINIMUM YEARS OF DIRECTLY RELATED EXPERIENCE REQUIRED
Three (3) years public fiduciary experience, including lead/supervisory experience; or equivalent combination of education, training and experience.
PROFESSIONAL CREDENTIALS REQUIRED
Licensed Fiduciary through the Arizona Supreme Court Licensing Division. Must possess and maintain a valid Driver's License.
KNOWLEDGE REQUIRED
Administration and management; training; Psychology; Federal, State, Local laws, regulations, Statutes and case management.
SKILLS REQUIRED

PHYSICAL DEMANDS
Occasionally stands to present; routinely stands to attend to customers and to attend to reported incidents. Regularly sits to complete report, to operate computers, to complete a program and to attend to other duties; occasionally sits to attend to reception areas. May be required to lift work related materials or equipment of 75 lbs. in weight or more. Constantly requires dexterity for keyboard, mouse and calculator operation. Incumbents in this position may be required to routinely bend or stoop; occasionally crawl; routinely kneel and routinely twist - particularly in instances where the incumbent is required to assist elderly clients and clients with special needs who are in wheelchairs.
WORK ENVIRONMENT
Incumbents in this position regularly spends time in office environment and automobile; occasionally spends time in lobby environment, in classroom(s) and in tight spaces; routinely spends time in outdoor areas and in courtroom. Work is occasionally performed at hospitals, mental health treatment clinics, nursing homes, assisted living homes, public housing units, residential homes belonging to clients, 24 hour availability is required.
SAFETY RISK EXPOSURE
Incumbents in this position may become exposed to telephone verbal abuse by customers or citizens; individuals with high level of emotional distress, physical danger, mechanical hazards, chemical hazards, electrical hazards, bloodborne pathogens, communicable diseases, fire hazards, respiratory hazards, extreme temperature and wetness and humidity.
PROTECTIVE GEAR & SAFETY MANUALS
Incumbents in this position are required to constantly follow written safety procedures and manuals relevant to the division or department. This position constantly requires following safety manuals; regularly requires biosafety gear; occasionally requires rubber gloves; regularly requires safety footwear; occasionally requires eye protection devices.
CONSEQUENCES OF ERROR
Potential errors can result in unfavorable public perceptions and legal ramifications.
