Shift:
8:30 AM - 4:00 PM (35 Hours/Week) Creative work samples required with resume submission
Hybrid:
May be able to work from home if candidate can do so effectively. This will be arranged between candidate and manager. General Job Description The Graphic Designer will provide specialized communications and graphic design support for the Medicaid Program, with a primary focus on the implementation of federal policy changes under HR 1, including the rollout of Community Engagement Requirements and other program modifications. This role will support the development of clear, accessible, and compliant public-facing materials to help Medicaid members, providers, and community partners understand upcoming changes. Responsibilities include communication and media campaign planning; creative concept development; design and production of print, digital, social, and web materials; and final file preparation and archiving. The Graphic Designer will serve as the creative lead for all educational materials related to HR 1 implementation and will collaborate closely with EOHHS program staff, policy teams, and external partners. This position is federally funded through September 30, 2026, with the possibility of additional funding thereafter. The position reports to the EOHHS Communications Director. This position follows a flexible hybrid model with no required in-office days; the final hybrid schedule will be determined collaboratively with the selected candidate. Responsibilities
  • Design all print and digital materials related to HR 1 implementation, including Community Engagement Requirements, eligibility changes, member notices, provider communications, and public education campaigns.
  • Collaborate with program staff and external partners to plan and execute communication materials using EOHHS's creative brief and materials development processes.
  • Ensure all materials adhere to EOHHS graphic standards and meet federal accessibility and compliance requirements.
  • Develop and maintain templates for repeatable materials, including fact sheets, flyers, social media graphics, and web assets.
  • Recommend effective media strategies and design approaches to support public understanding of HR 1 policy changes, including determining appropriate formats, styles, and production specifications.
  • Develop and disseminate requests for quotes to external communications, printing, and translation vendors as needed, including preparing detailed production specifications.
  • Prepare final production-ready files and coordinate with vendors to ensure accuracy and quality.
  • Proof all materials prior to release and maintain organized archives of all final files.
  • Manage the Department's stock photo account and ensure appropriate licensing for all visual assets. Requirements
  • Bachelor's degree in graphic design, communications, marketing, public health, human services, or a related field.
  • Preferred 3-5 years of experience in graphic design or related work.
  • Strong graphic design skills, including expert-level proficiency in Adobe Creative Suite (InDesign, Illustrator, Photoshop, Acrobat Pro).
  • Demonstrated ability to translate complex policy changes into clear, accessible, visually engaging communications.
  • Experience developing creative concepts and carrying them through to final production.
  • Experience designing materials that present data, explain program requirements, or support public education campaigns.
  • Understanding of communications planning, public information campaigns, and media strategies relevant to government or public health audiences.
  • Knowledge of marketing, design, and advertising principles; familiarity with production processes for print, digital, video, and other media.
  • Experience preparing print specifications and coordinating with printers and production vendors.
  • Strong organizational and project management skills, with the ability to manage multiple deadlines in a fast-moving policy environment.
  • Proficiency with Microsoft Office products.
  • Strong editing and proofing skills.
  • Ability to work independently and collaboratively with internal teams, external partners, and community-based organizations.
  • Strong critical thinking skills and the ability to adapt design approaches to evolving policy requirements.
