Job Summary:
Technical Writer / Onboarding Specialist is responsible for creating and maintaining technical, operational, and onboarding documentation for API-driven systems and data platforms. The role ensures documentation meets CMS, federal compliance, and accessibility standards and supports effective onboarding and training for stakeholders.
Key Responsibilities:
Technical Documentation Develop and maintain technical documentation including system overviews, API guides, architecture diagrams, and data flow descriptions. Create user guides, SOPs, runbooks, and operational manuals . Document APIs, data models, integration patterns, and workflows. Ensure documentation accuracy and consistency across platforms. Onboarding & Training Support Create onboarding materials for internal teams, state partners, and external users. Support onboarding of new users and partner organizations. Develop training content, quick reference guides, and FAQs. Coordinate onboarding sessions and knowledge transfer activities. Compliance & Quality Ensure documentation complies with CMS, HIPAA, FISMA, NIST, and Section 508 standards. Maintain version control and documentation governance. Support audit readiness by maintaining up-to-date documentation artifacts. Collaboration & Stakeholder Engagement Work closely with developers, architects, QA, and business teams to gather content. Translate complex technical concepts into clear, user-friendly language. Participate in Agile ceremonies and release planning. Tools & Process Use documentation and collaboration tools (Confluence, SharePoint, Markdown). Maintain document repositories and templates. Support continuous improvement of documentation standards and onboarding processes.
Required Education and Qualifications:
Bachelor's degree in Technical Communication, English, Information Systems, or related field. 3+ years of experience in technical writing or onboarding roles. Experience documenting IT systems, APIs, or enterprise platforms. Strong written and verbal communication skills.
Preferred Qualifications:
Experience supporting federal or healthcare IT programs. Experience with the CMS Target Life Cycle (TLC). Experience with documentation as part of the ITIL framework. Familiarity with API documentation tools (Swagger/OpenAPI). Knowledge of accessibility standards (Section 508, WCAG). Experience supporting onboarding for multi-agency or external partners.
Candidate must be able to obtain Public Trust clearance and must have lived in the United States for at least three (3) out of the last five (5) years.
