This individual will be responsible for proposal development in response to RFP's, RFQ's, hard bids, and competitive sealed proposals to secure construction contracts for heavy highway/civil work. Attention to detail and the ability to meet stringent deadlines is critical. This individual needs to have strong project management skills to determine concept, establish priorities and target dates for information gathering and formatting information, assist in writing drafts, obtain approvals, coordinate, and meet proposal deadlines, enter, and monitor tracking data, coordinate requirements with contributors, contribute proposal status information to review meetings, and transmit proposals. Essential Functions Responsibilities include, but are not limited to: Coordinate all aspects of the proposal development (proposal writing, editing, graphics identification, production) from assignment/receipt of documents through delivery.
Work directly with sr. level technical staff to prepare proposal materials, including writing, editing, verifying, and formatting proposal information.
Organize and facilitate pursuit strategy meetings.
Collaborate/storyboard technical sections with technical staff and review/edit their narrative for content clarity, compliance, and key messages.
Ensure that the various aspects of the proposals (win themes, technical scope, staff qualifications and experience, biographical data, etc.) and other marketing materials are accurate, timely, and well written.
Maintain employee resumes and project description
Assist with project specific and general prequalification
Ensure all deadlines are met with a high level of quality.
This is a deadline driven position, and flexibility is required to ensure all work is completed in a timely manner. This job description is intended to describe the general nature and level of work performed by people assigned to this job description. Required Skills & Experience Bachelor's degree in a major requiring writing, analytical, and communication skills.
5+ years' relevant proposal experience preferred; experience with projects valued at greater than $50M.
A/E/C industry acceptable; heavy civil preferred, particularly in the preparation and management of alternative delivery (DB/P3) proposals.
Proficient in Adobe Creative Suite (InDesign, Illustrator, Acrobat DC, Photoshop)
Proficient in Microsoft 365 (Teams, Point, Word, Excel, PowerPoint, Outlook)
Demonstrated ability to write in a clear and compelling manner, with a strong command of English grammar and editing.
Strong organizational, planning and project management skills - team leadership/take-charge attitude.
Good eye for graphic design and visual elements.
High level of detail-orientation, conscientiousness, and a commitment to producing high-quality deliverables.
Good verbal communication and interpersonal skills.
Strong work ethic, schedule flexibility, and the ability to manage multiple projects under deadlines.
