Director, Asset-Light Claims, Safety and Risk Mana 3.6 3.6 out of 5 stars Medina, OH Full-time ArcBest 155 reviews Full-time Job Description The Director, Asset-Light Safety and Risk Management provides overall leadership, strategic oversight, and administration of ArcBest Asset-Light safety compliance, carrier compliance, and risk management policies, processes, and teams. This position is responsible for the leadership, management, and development of cross-functional and departmental teams to identify, evaluate, and mitigate operational risk to ensure company, independent contractor, and contract carrier compliance with all federal, state, local laws, and regulations regarding motor carrier safety. Responsibilities Oversee the company's Safety and Risk Management Program (and regulatory compliance) designed to enhance and energize acceptance of individual and team responsibility for safety at all levels. Ensure compliance with all company and customer policies, procedures, and applicable federal, state, local laws, and regulations regarding motor carrier safety. Lead the development of comprehensive safety policies and safe operating procedures. Develop systems to monitor company safety performance and compliance with safe driving laws and regulations. Ensure compliance with FMCSA carrier registration, licensing, insurance, and reporting requirements. Direct and manage asset-light services claims, safety compliance and risk management policies, processes, and teams. Establish independent contractor, contract carrier, and vehicle minimum qualification standards. Account for the qualification, monitoring, and review of independent contractor, contract carrier, and vehicle safety performance to ensure compliance with minimum qualification standards and applicable federal, state, local laws, and regulations regarding motor carrier safety. Collaborate with cross-functional and departmental teams to assist with analysis and development of risk mitigation strategies and prevention improvement plans. Develop and implement safety programs and review process to heighten safety awareness, promote safe driving behavior and techniques, and reduce incidents, accidents and claims frequency. Provide visibility to key behavioral indicators, safety performance, accident and claim frequency. Maintain direct accountability for thorough investigations of all accidents, incidents, regulatory citations, violations, and fines to determine root cause and associated corrective actions. Develop and maintain a comprehensive understanding of all laws, regulations, standards, and industry practices impacting supported lines of business. Lead federal and state agency compliance reviews and provide responses to requests for information with a goal of minimizing company exposure to further review. Maintain a satisfactory safety rating and continuously improve safe performance by understanding and managing Safety Measurement System (SMS) performance data, Compliance Safety Accountability (CSA) and Behavior Analysis Safety Improvement Categories (BASICs) results. Collaborate with insurance carriers and service providers to identify, develop, and implement risk mitigation strategies and loss prevention plans to reduce claims and minimize insurance premiums. Provide continual review and improvement of claims, safety compliance and risk management processes, procedures, and systems. Oversee the investigation and processing of bodily injury, property damage, and cargo claims. Lead the company's approach to reducing defects in service and claims through application of engineering, statistical process control and proactive analysis of systems and processes. Serve as company representative with respect to litigation involving compliance to federal regulations, company safety policies, procedures/processes, employee training and vehicle maintenance. Partner with the legal department and outside counsel regarding discovery responses to interrogatory questions, requests for production of documents, legal defenses, and strategies. Represent the company with government, law enforcement, and industry agencies to promote company's responsible public safety image. Mitigate exposure to legal challenges by understanding current and proposed legislation, enforcing regulations, and recommending new procedures. Provide departmental reporting, analytics, and strategic planning. Engage, develop, and oversee the performance of direct and indirect reports. Other duties and projects, as assigned.
Requirements Education:
Bachelor's Degree, preferred
Experience:
5 years in a transportation safety related field 3 years management experience 3 years experience in worker's compensation and/or unemployment insurance Prior experience in EPA and OSHA regulations, preferred Direct experience with the owner-operator business model, preferred Prior experience recruiting for the transportation industry, preferred
