Job Description
The Director of Development Services is a key leadership position in one of the fastest-growing communities in Central Texas. Reporting to the City Manager, this role oversees planning, zoning, permitting, inspections, code enforcement, and development coordination. This position plays a critical role in advancing Jarrell's vision of sustainable, high-quality development while positioning the city for a successful transition to Home Rule. The ideal candidate is a dynamic leader who combines strategic vision with operational expertise and is ready to take on expanded responsibilities in guiding Jarrell's growth. The Director will work closely with developers, consultants, staff, City Council, and regional partners to manage planning efforts and infrastructure coordination.
ESSENTIAL DUTIES AND RESPONSIBILITIES
Lead and manage all functions of the Development Services Department, including Planning, Zoning, Code Enforcement, Permitting, and Inspections. Supervise, mentor, and evaluate departmental staff including planners, permit techs, inspectors, and code compliance officers. Oversee day-to-day planning operations, including development review, platting, site plans, zoning changes, variances, and annexations. Ensure compliance with applicable local, state, and federal laws, including Texas Local Government Code Chapters 211-213. Oversee the implementation of the City's Comprehensive Plan, Capital Improvement Plan, and Master Development strategies. Draft and recommend updates to zoning ordinances, subdivision regulations, development codes, and related policies. Collaborate with the City Engineer, Public Works, Economic Development, and legal counsel to evaluate infrastructure impacts and support project implementation. Represent the City at public meetings and act as staff liaison to the Planning & Zoning Commission and Board of Adjustment. Prepare and deliver presentations, development reports, and policy recommendations to the City Council and advisory boards. Participate in interlocal coordination with counties, school districts, TxDOT, and utilities to align development and infrastructure investments. Lead annexation analysis, boundary adjustment negotiations, and strategic growth planning. Assist in the negotiation and administration of development agreements, utility service agreements, and public-private partnerships (P3s). QUALIFICATIONS
Education and Experience:
Bachelor s degree in Urban Planning, Public Administration, Architecture, Construction Management, or related field is required. Master s degree or AICP certification. Minimum 6-8 years of progressively responsible experience in municipal planning, zoning, or development services, including supervisory experience. Demonstrated success in managing residential, commercial, and mixed-use development review processes. Experience in high-growth cities, particularly in Central Texas or Williamson County, is strongly preferred.License or Certification:
Valid Texas Class C Driver s License required.KNOWLEDGE, SKILLS, AND ABILITIES
In-depth knowledge of land use law, zoning regulations, subdivision design, and permitting procedures. Ability to interpret and apply the Texas Local Government Code and related planning statutes. Strong leadership and team-building skills, with the ability to manage a small but high-impact department. Proficiency in GIS, Incode, Microsoft Office, Adobe PDF, and development review systems. Excellent written and verbal communication skills; able to present technical content to various audiences. Strong organizational and time-management skills with the ability to handle multiple projects. Strategic mindset and ability to develop solutions in dynamic or politically sensitive environments.PHYSICAL DEMANDS AND WORK ENVIRONMENT
Primarily office-based, with occasional fieldwork for inspections and site reviews. May require lifting objects up to 20 pounds. Vocal and auditory abilities required for public presentations and collaborative meetings.
