Job Description

The Housing Director will lead the construction and real estate development line of business The Housing Director will ensure that timely construction of real estate development projects and Down Payment Assistance(DPA) inspections as assigned, are accomplished per timelines agreed upon. A Bachelor's degree is required and min of 3 years related experience required. Must have experience with the affordable housing development process, including specific funding programs such as Low Income Tax Credit (LIHTC), The City of Oklahoma City and Oklahoma Housing Finance Agency housing programs and federal housing program including HOME and CDBG financing.
SPECIFIC RESPONSIBILITIES
Work with Executive Director, and others an assigned, to assist in the definition of projects that meet Neighborhood Housing Services Oklahoma mission. Independently negotiates and manages contracts with consultants, architects, engineers, contractors and other professionals Independently evaluates feasibility of development opportunities and existing projects Independently creates financial proforma's development opportunities and existing projects Independently prepares applications and proposals to secure project financing from private, quasi-public, and public funding sources Responsible for managing project budgets and schedules Manages projects during construction Represents agency at meetings with lenders, funders, and contractors, prepare reports as required Assists with community outreach and education Available for evening and weekend meetings as necessary Prepare construction documentation Assist in preparation and negotiate bios with contractors Review building, contracts and specification Create and deliver work write-ups and cost estimates Responsible for general construction accounting responsibilities Oversee day to day construction projects as necessary to ensure time and dates are met and to ensure project quality Ensure that all projects are in city, county state and federal compliance where applicable Establish and maintain a reasonable supply of contractors Responsible for timely preparation and submission of draw down funds requested and construction payout Maintain organized and accurate records and produce reports to meet compliance requirements for program and project work Update information regarding the homes for sale Organize and maintain construction filing upon project completion Create and main organization files, database and other records Supervise property management staff Respond to work requests and/or emergency maintenance requests in a timely manner Provide Down Payment Assistance inspections as assigned Performs other related duties that may be assigned
