Director of Part B Services Job Description Job Summary:
The Director of Part B Services is responsible for the implementation, oversight, and compliance of preschool special education services (ages 3-5) under IDEA Part B, Section 619 and 611. This role ensures eligible children receive Free Appropriate Public Education (FAPE) in the Least Restrictive Environment (LRE), while coordinating evaluation, IEP development, transition from Part C, screenings, referrals, and inclusive service delivery.Duties/Responsibilities:
All duties will comply with all rules, regulations, and practices of the agency and its regulating authorities. WCFD standards, DFS licensing, NAEYC guidelines, Wyoming Division of Disabilities regulations, and WCFD policies. All employees will adhere to the mission, vision, values, policies, and procedures of WCFD. Provide program leadership and system oversight for Part B services across the region. Oversee implementation of preschool special education services (ages 3-5) under IDEA Part B, Section 619 and 611, including coordinating ADOS assessments, evaluations, and required screenings. Ensure program compliance with federal and state special education requirements (including FAPE and LRE) by conducting Quality Assurance checks on Part B files, Child Outcome Summary compliance checks, kindergarten file reviews, and quarterly progress monitoring compliance checks. Coordinate child find, evaluations, eligibility determinations, and timelines, including assisting with evaluations, tracking referrals through the Part B tracking system, and maintaining accurate timelines and documentation. Facilitate IEP development, meetings, implementation, and progress monitoring by administrating Part B meetings, supporting progress tracking, and ensuring all required documentation is complete and compliant. Coordinate transition from Part C (Early Intervention) to Part B preschool services. Coordinate transition of files to school districts and supporting smooth processes for children and families. Promote inclusive service delivery and support placement in the least restrictive setting while supporting classroom practices and maintaining bi-annual class lists for service planning and oversight. Collaborate with families, Head Start/Early Head Start, school districts, funding agencies, and community partners by participating in monthly WCFD DD Director meetings, Part B calls, provider calls, and maintaining strong communication across agencies. Supervise, coach, and support special education staff and service providers, including direct supervision of Early Childhood Special Educators, therapy service staff, and Quality Assurance personnel Maintain required documentation, data tracking, and reporting for accountability and monitoring, including but not limited to managing the Part B tracking form, monitoring Part B survey response rates, supporting Medicaid-related documentation and reporting, and completing local match duties. Support fiscal and resource coordination, including Medicaid documentation/compliance, local match requirements, and monitoring contracted provider utilization. Provide training and technical assistance on procedures, compliance, and best practices, including training staff and partners on developmental milestones (ages 3-5), the IEP process, and ensuring staff maintain certifications such as Handle With Care as needed. Participate in ongoing professional development and system coordination by attending required trainings and other required meetings. Working knowledge of IDEA Part B requirements and IEP processes. Ability to work in early intervention (ages 3 - 5), early childhood special education, or related developmental disability services preferred Proven ability to partner with families of young children and collaborate with multidisciplinary teams Skills in service coordination/case management Should demonstrate an understanding of developmentally appropriate practices and early childhood education principles. Must possess strong problem-solving skills and the ability to follow both written and verbal instructions accurately. Excellent interpersonal skills are required to collaborate with a diverse range of individuals and personalities. Strong communication skills are essential to interact with staff, children, families, and the broader community. Must have effective stress management strategies and the ability to maintain composure in challenging situations. Flexibility is key; the ability to adapt to changing daily routines is required. Bilingual candidates are preferred.Education and Experience:
Education (required): Bachelor's degree in Early Childhood Education, Special Education, Social Work, Child Development, Psychology, or related human services field. Education (preferred): Master's degree in Early Childhood Special Education, Special Education, Social Work, Public Administration, or related field. Experience (required): Minimum 3-5 years of experience in early intervention (3-5), early childhood special education, or related developmental disability services. Demonstrated experience working with families of young children and multidisciplinary teams. Preferred experience with developmental assessments and/or intervention planning including facilitating and/or participating in IEP meetings Preferred Experience 1-3 years of supervisory or program management experience. Must attain additional training or certifications, which may be required by Wyoming Child and Family Development, Inc. WCFD will only accept college degrees from accredited institutions recognized by the U.S. Department of Education.Preferred:
Early Intervention credential (if applicable in Wyoming); social work or education licensure; training/certification in developmental screening tools and autism evaluation tools (e.g., ADOS exposure), as applicable.Physical Requirements:

Must be able to climb stairs, stoop, kneel, crouch and/or reach, to retrieve materials and supplies from ground level to a height of at least 5 ft. Ability to lift and carry up to 50 pounds. Must be able to assist children in emergency situations and provide first aid when needed.
