Manager of Adult Education, Adult Learning Center Non-Unit Professional position, 37.5 hours/week

SALARY:
Salary range $75,000.00 - $83,000.00. The offered salary will be commensurate with experience and education but will not exceed the stated range. GENERAL STATEMENT OF DUTIES
The Manager of Adult Education provides high-level leadership, strategic oversight, and administrative direction for all adult education and workforce readiness programming under the College's DESE Adult Basic Education (ABE) portfolio. This role ensures program alignment with institutional goals, state and federal regulations, and community workforce needs. The Manager is responsible for program development, fiscal management, grants administration, data compliance, and cross-sector partnerships while supervising and evaluating ABE program staff and supporting educational transitions for adult learners.
ESSENTIAL FUNCTIONS
Strategic Leadership and Program Oversight Lead the design, implementation, and evaluation of adult education programs (e.g., ESOL, HSE, Distance Learning, MassSTEP, and TechRise). Establish programmatic goals and ensure alignment with DESE initiatives and institutional strategic priorities. Oversee the development and execution of multi-campus ABE instructional schedules, modalities, and support systems. Lead integration of adult education pathways into broader academic and career pipelines. Supervision and Staff Development Supervise and evaluate ABE program coordinators, instructional staff, advisors, and administrative support personnel. Develop professional learning opportunities and ensure instructional quality and adnce to DESE guidelines. Oversee recruitment, hiring, and onboarding of program staff, including part-time instructors and tutors. Grants and Fiscal Management Provide oversight of all ABE and workforce development grants (DESE, WIOA, MassSTEP, TechRise, etc.). Lead grant writing and renewal processes in collaboration with grant and finance offices. Develop and oversee program budgets and expenditures; approve purchase requisitions and ensure proper fiscal controls. Monitor PCard purchases; ensure fiscal accountability across all funding sources. Data Compliance and Reporting Direct the use of DESE's LACES system and other reporting tools to track student progress and meet grant deliverables. Analyze data related to attendance, measurable skill gains (MSGs), and educational outcomes for program improvement and reporting. Ensure timely and accurate reporting to DESE and other funders in collaboration with program coordinators. Student Success and Systems Integration Oversee intake, enrollment, orientation, and transition strategies for adult learners. Lead collaborative efforts to integrate ABE students into college and career pathways. Evaluate and adjust program policies and practices to enhance student retention and outcomes. External Relations and Partnerships Serve as the College's primary liaison to the Massachusetts
DESE ABE
office, regional workforce boards, WIOA partners, and community-based organizations. Represent the College on regional and statewide ABE planning committees and coalitions. Cultivate strategic partnerships that support innovation and sustainability in adult education.

Requirements:
Master's degree in Adult Education, Educational Leadership, or related field required. Equivalent combinations of education, training, and experience will be considered. Minimum of five (5) years of progressively responsible experience in adult education, including program supervision and grant management. Experienced in preparing competitive grant proposals and managing awarded funding from federal and state sources. Proven track record in developing, writing, and securing local, state, and federal grants to advance organizational goals. Demonstrated experience with
ABE/ESOL
program design, staff supervision, and compliance with
DESE/WIOA
regulations. Strong background in fiscal oversight, grant administration, and data-driven decision-making. Excellent written and verbal communication skills. Proven ability to manage multiple priorities and foster collaboration across departments and external partners. Commitment to diversity, equity, inclusion, and access in educational programming. Candidates will be required to pass a CORI/SORI and/or National background check as a condition of employment. Working Conditions and Expectations This position operates in a professional office environment and requires regular travel between campuses and partner locations. The manager will collaborate closely with internal departments and external partners to support program initiatives. Some evening and weekend hours may be required to meet project or partnership needs.
