Job Description

The duties that the incumbent of the vacancy will be expected to perform. Duties Description The New York State Education Department's Office of Adult Career and Continuing Education Services (ACCES) is seeking to fill an Associate in Continuing Education position in the Adult Education Program and Policy unit. The incumbent will be part of an upstate or downstate team of regional associates and, in addition, will have fiscal and accountability responsibilities. Major responsibilities include, but are not limited to, the following: Work with AEPP Regional staff, program managers of funded adult education programs, and Regional Adult Education Network center directors as part of an upstate or downstate team; Develop and review Requests for Proposals for federal and State adult education funding; Review and approve budgets, contracts and budget modifications and amendments for Project Tracking System (PTS) and Categorical/Federal System (CAFÉ); Review and prepare Employment Preparation Education (EPE) State aid claims and the reallocation of EPE state aid; Analyze data in NYSED's student and program data base to identify programs for intensive technical assistance; Work as part of a team to improve performance of underperforming programs identified for corrective action; Participate in a team to monitor funded adult education programs. This includes priority monitoring of agencies in the Individual Technical Assistance Plan (ITAP) and Corrective Action (CA) status; Provide statewide technical assistance on new WIOA data system changes and NRS policies to programs; Assist with implementing the National Reporting System (NRS) and NYSDOL Unemployment Insurance data policies and procedures for program accountability and student results as required by the Workforce Innovation Opportunity Act (WIOA); Provide statewide technical assistance on new WIOA data system changes and NRS policies to programs; and, Oversee the development of literacy zones in the upstate or downstate team regions in partnership with the Regional Adult Education Network (RAEN) directors. Program, this title may be filled via a non-competitive appointment, which means no examination is required but all candidates must meet the minimum qualifications of the title for which they apply. At a future date (within one year of permanent appointment), it is expected employees hired under

will have their non-competitive employment status converted to competitive status, without having to compete in an examination. Employees will then be afforded with all of the same rights and privileges of competitive class employees of New York State. While serving permanently in a

title, employees may take part in any promotion examination for which they are qualified.
NON-COMPETITIVE MINIMUM QUALIFICATIONS
To be considered for appointment through NY HELPS, or 55 b/c, candidates must meet the open-competitive minimum qualifications for this position. The qualifications are a master's degree or higher AND four years of professional experience in Continuing Education• which MUST include two years of experience in an oversight or administrative capacity responsible for

A. the provision of professional development and technical assistance; OR B. the development and implementation of a continuing education program. Continuing Education is the instruction of out-of-school youth and adults in such areas as: employment preparation, adult basic education, life skills, General Education Development (GED) or High School Equivalency (HSE) test preparation, post-secondary transition, workplace literacy, adult literacy, and specialized instruction for Limited English Proficient/English Language Learners (LEP/ELL.
Qualifying Professional Experience:
Examples of qualifying professional experience include, but are not limited to, professional experience in one of the following positions: ? Supervisor or Director of Adult Education ? Literacy Zone Coordinator ? Adult Education Program Manager ? National Reporting System Accountability Specialist ? Regional Adult Education Network Director ? High School Equivalency Preparation Administrator Non-Qualifying Experience:

CONDITIONS OF EMPLOYMENT
This will be a permanent, competitive appointment or a permanent, non-competitive appointment. For 55b/c appointment, candidates must possess the minimum qualifications, a current 55b/c eligibility letter and is subject to verification of applicant eligibility. Promotions and transfers may change appointees' negotiating unit. Candidates should be aware that changes in negotiating units may affect their salary, insurance, and other benefits. Verification of degree will be required at the time of interview for all candidates. This position allows for the opportunity to telecommute up to 30% each bi-weekly pay period. This position will require 20% statewide travel. Federal law may impose additional requirements or restrictions regarding positions that receive federal funding. This position leads to a maximum salary of $125,001 based on annual performance advances. For new State employees appointed to graded positions, the annual salary is the hiring rate (beginning of the Salary Range) of the position. Promotion salaries are calculated by the NYS Office of the State Comptroller in accordance with NYS Civil Service Law, OSC Payroll rules and regulations and negotiated union contracts.
