Primary Purpose The Director of Adult Basic Skills ( ABS ) provides leadership and administrative oversight for the ABS and English Language Learner ( ELL ) programs, including the High School Equivalency Program ( HEP ). The Director leads a team of instructors and staff in achieving program objectives, meeting state and federal performance-based funding targets, and ensuring compliance with WIOA Title II grant requirements. The Director works to align and integrate ABS programming with college systems and departments, builds partnerships with external workforce and community organizations, and fosters an environment that supports student success and progression toward educational and career goals. Essential Duties and Responsibilities Program Leadership Lead and supervise the ABS team, including all instructors and staff. Responsibilities include team development, vision and goal setting, staff meetings and retreats, and hiring, evaluation, and training. Attend Higher Education Coordinating Commission ( HECC ) trainings and coordination meetings; ensure compliance with Workforce Innovation and Opportunity Act ( WIOA ) Title II grant requirements. Lead ABS instructors and staff in achieving program objectives, implementing Oregon Adult College and Career Readiness Standards ( OACCRS ), and meeting or exceeding accountability targets. Provide programmatic oversight of the High School Equivalency Program ( HEP ), including federal grant compliance and performance; supervise the HEP Director and coordinate with HEP staff. Gather, input, and review data for program improvement; submit quarterly data and budget reports to the
HECC ABS
team. Oversee and direct assessment of the ABS program, using results to inform continuous improvement and strategic decision-making to meet the College's accreditation standards. Establish and maintain a regular instructor evaluation process for ABS instructors, ensuring consistency, equity, and alignment with college standards. Collaborate with the Career Pathways program to facilitate and develop Bridge and Integrated Education and Training ( IET ) courses. Align and integrate ABS programming with college systems, processes, and pathways to support student transitions and institutional coherence.
