Job Description

APPLICANTS MAY BE EDUCATIONAL OFFICERS, TEACHERS AND OTHER QUALIFIED INDIVIDUALS SPECIAL INTERNAL / EXTERNAL TYPE OF APPOINTMENT ISSUED
This position is excluded from the Educational Officers' Bargaining Unit and will be filled as a clear line appointment.
A WRITTEN EXAMINATION/ASSIGNMENT MAY BE ADMINISTERED TO HELP DETERMINE POSSESSION OF THE KNOWLEDGE AND ABILITIES PORTIONS OF THE MINIMUM QUALIFICATION REQUIREMENTS.
Under the general supervision of the Leadership Institute Director of the Leadership Institute, the
Educational Specialist III:
1. Leads the strategic design and system-wide implementation of leadership development to cultivate a pipeline of teacher leaders across the school, complex area, and state levels. Empowers teacher leaders by providing the specialized expertise and tools to catalyze systemic improvements that improve student growth and learning. (Strategy and Design) 2. Spearheads the development and delivery of professional learning and mentoring frameworks designed to strengthen the leadership trajectory for educators at every level. Provides an array of services, including designing purposeful, ongoing, job-embedded professional learning, coaching/mentoring, facilitation, and serving as a resource to strengthen the leadership pipeline. (Services and Support) 3. Collaborates with stakeholders to plan, develop, and implement teacher leadership development across the tri-level. Establishes a system of connection and communication between the school, complex, and state office leaders to ensure shared responsibility. (Collaboration and Communication) 4. Manages and oversees metrics and data to inform program effectiveness, impact, and application for reporting purposes for various audiences. (Monitoring and Data) 5. Oversees the design and implementation of a system-wide teacher induction and mentoring program. Builds capacity by overseeing the development of learning modules and training for teacher leaders and mentors. 6. Performs other related duties as assigned.
Education :
Graduation from an accredited college or university with a master's degree in education with specialization in education or a subject field appropriate to the area(s) of assignment.
Experience :
years of responsible professional work experience in education of which four (4) years shall have been in teaching and four (4) years in curriculum or program planning, as appropriate.
Combined Education and Experience :
An equivalent combination of education and experience may be acceptable, as determined by the Department.
Knowledge :
Foundations of curriculum and instruction; instructional media and computers; foundations of American education; tests and measurements; principles of learning and individual differences; curriculum design and development; educational statistics; purposes, methods, subject matter and materials pertinent to the area(s) of assignment; research developments, trends and current issues or problems pertinent to the area(s) of assignment; laws, rules, regulations and administrative procedures pertinent to the area(s) of assignment; principles and practices of supervision. Ability to : Plan, direct, coordinate and evaluate curriculum services in several related subject matter areas, or services regarding a broad program area; communicate effectively with others both orally and in writing; operate computer and other business machines; maintain awareness of developments in curriculum or program areas; deal effectively with federal, state, county and departmental officials in accomplishing program goals and objectives.
SALARY RANGE
EOSR-8, $118,497 to $167,742. Department of Education certificated employees will be placed on the salary range in accordance with Department regulations. All others will be placed on the first step of $118,497.
NOTE:
Department of Education employees will be placed on the salary range in accordance with Department regulations. All new external applicants will be placed on the initial step of the salary range. However, placement above the initial step of the salary range will be based on special characteristics and critical needs of the position, an applicant's exceptional qualifications, the availability of funds, and other relevant factors. Such appointments require prior approval.
WORK YEAR AND BENEFITS
This appointment will be on a 12-month basis with vacation and sick leave provided according to applicable regulations.

EDUCATIONAL OFFICER CONTRACTUAL AGREEMENT
Priority for appointments shall be given to qualified and tenured educational officers in that class who wish to move to that position through lateral transfer or a voluntary demotion and second to all other qualified educational officers with tenure.
