Job Description

APPLICANTS MAY BE EDUCATIONAL OFFICERS, TEACHERS AND OTHER QUALIFIED INDIVIDUALS TYPE OF APPOINTMENT ISSUED
This position is included in the Educational Officers' Bargaining Unit and will be filled as a limited term temporary appointment. Probationary service credit and tenure are not granted for temporary appointments.
A WRITTEN EXAMINATION/ASSIGNMENT MAY BE ADMINISTERED TO HELP DETERMINE POSSESSION OF THE KNOWLEDGE AND ABILITIES PORTIONS OF THE MINIMUM QUALIFICATION REQUIREMENTS.
Under the general supervision of the Complex Area Superintendent of the Campbell-Kapolei Complex Area, the
District Educational Specialist II:
Districts/CAs/Complexes/Schools differ in the number and arrangements of ALPSS offered. An ongoing effort is to support schools/complexes/CAs/districts to develop and implement ALPSS sites appropriate to their schools/Complex/CA/District and students. And for CAs and Districts to develop viable programs to offer a continuum of ALPSS programming. 1. Design, develop, implement and monitor the Campbell Kapolei
CA ALPSS
to ensure there is a proper array of services available to all students in the
CA/district:
assist in conducting ongoing program monitoring and support to ALPSS in CA/District programs and school level ALPSS; use data to make informed program decisions; research and keep abreast of best practices, effective strategies and studies on the national and local levels; communicate and collaborate effectively with all program stakeholders, leading engagement efforts with other institutions, businesses, and community agencies in the best interest of the program; serve as the Campbell Kapolei CA administrator for ALPSS in meetings, planning, collaboration, monitoring, program design, resource management and program/student transitions. 2. Support the ALPSS State Strategic plan to have: (1) High Performing ALPSS programs, (2) Data Driven Resource Management and (3) Establishing CA/District Alternative Learning Programs. Goal 1: High Performing Alternative Learning Programs. As a part of the Hawaii Multi-Tiered System of Support, Alternative Learning Programs provides intensive supports and services to students who have multiple challenges and are not successful in their traditional learning environments. Assist with developing or enhancing, implementing and monitoring school level/
CA/District ALPSS:
assist in conducting ongoing program monitoring and support to ALPSS in CA/District programs and school level ALPSS; use data to make informed program decisions; research and keep abreast of best practices, effective strategies and studies on the national and local levels; communicate and collaborate effectively with all program stakeholders, leading engagement efforts with other institutions, businesses, and community agencies in the best interest of the program; serve as the Campbell Kapolei CA administrator for ALPSS in meetings, planning, collaboration, monitoring, resource management and program/student transitions. 3. Support the ALPSS State Strategic plan to have: (1) High Performing ALPSS programs, (2) Data Driven Resource Management and (3) Establishing CA/District Alternative Learning Programs. Goal 2: Impact-Driven Resource Management is aligning resources to equitably support ALPs to fulfill the goals of the ALPS State Strategic Plan. Fulfillment of measurable student outcomes and use data to inform resource management decisions. Spending is efficient and effective toward strategic goals and student outcomes. Assist with collection and analysis of student and program data for reporting, monitoring, and program implementation and improvement. Ensures appropriate use of data for making informed decisions. 4. Coordinate and communicate with the Office of Student Support Services (OSSS) Alternative Learning Branch on the leadership, technical direction and guidance for the effective administration, operations, communication and program support related to the ALPSS providing support services to identified at-promise students. Disseminate appropriate information to program staff and the field (as applicable) in a timely manner when necessary, Prepare/contribute to reports, testimonies and/or presentations to Department leadership, the BOE and the State Legislature. 5. Performs other related duties as assigned.
Education :
Graduation from an accredited college or university with a bachelor's degree in education with specialization in one or more subject matters appropriate to the areas of assignment.
Desired Education :
Master's degree from an accredited college or university in education or subject field appropriate to the area of assignment.
Experience :
Six (6) years of responsible professional work experience in education of which four (4) years shall have been in teaching/counseling and two (2) years in curriculum or program planning, as appropriate.
Desired Experience :
Two (2) years in school administration or secondary school experience working with identified at-risk students or special program services; and work experience in program design, implementation, and monitoring.
Knowledge :
Foundations of curriculum and instruction; instructional media and computers; foundations of American education; principles of learning and individual differences; tests and measurements; purposes, methods, and materials pertinent to one or more subject matters and/or program area(s) of assignment; awareness of pertinent laws, rules, guidance, regulations and administrative procedures pertinent to the area(s) of assignment.
Desired Knowledge :
Common academic, social, emotional, behavioral and developmental problems of adolescent students; appropriate interaction and strategies to support students in an Alternative Learning Program; student population served in an Alternative Learning Program. Ability to : Provide leadership, planning and coordination in the areas of assignment at the district level; communicate effectively with others both orally and in writing; ability to engage with community, business leaders, and families to ensure a well-rounded education appropriate to one or more areas of assignment, operate computer and other business machines; use tools, equipment, instruments and devices appropriate to assignment. Desired Ability to : Manage curriculum and instructional program in an alternative school setting; deal effectively with state, departmental and other officials to accomplish program goals; maintain awareness of developments in curriculum or program areas; organize/prioritize work and multi-task to maintain an effective work pace under deadlines.
SALARY RANGE
EOSR-7, $113,660 to $160,893. Department of Education certificated employees will be placed on the salary range in accordance with Department regulations.
WORK YEAR AND BENEFITS
This appointment will be on a 12-month basis with vacation and sick leave provided according to applicable regulations.
