Job Description

Panhandle Health District is seeking a full-time Health Education Specialist (HES) Parent Educator for the Parents as Teachers (PAT) program in Hayden, Idaho. The Health Education Specialist for the Parents as Teachers (PAT) program provides home visiting services for up to 30 families, supporting child and family development through assessments, guidance, and referrals. This role builds supportive relationships using motivational interviewing, ensures confidentiality and HIPAA compliance, and helps families connect with community resources. The specialist also participates in outreach, group education sessions, team meetings, and quality improvement efforts, while collecting community data to identify health trends. Work is primarily in home and community settings across multiple counties, with occasional evening/weekend hours and travel for training required.
Qualifications and Proficiencies:
Bachelor's degree in early childhood education, social work, health, psychology, or a related field preferred High school diploma or GED required Minimum of two years of previous work experience with young children and/or parents Completion of PAT (Parents as Teachers) education and competency standards for home visitors Reflective listening and motivational interviewing skills Strong group and individual communication abilities Organizational skills for managing program activities Understanding of public health core functions and essential services Knowledge of current public health principles and client education processes Comfort with community outreach and promotion efforts Proficiency in Microsoft Office and basic computer skills Valid driver's license (Idaho or Washington) or ability to obtain one if relocating National Incident Management System (NIMS)/Incident Command System (IS)100, 700 within one (1) month of employment
Physical Requirements:
Due to the need for all Health Department personnel to respond to public health emergencies, the employee must be assessed for his/her ability to meet the physical demands of performing the following activities: Engage in the following movements: climbing, balancing, stooping, kneeling, crouching, reaching, standing, walking, lifting, fingering, grasping, feeling, and writing and repetitive motions. To move objects, exert up to 30 pounds of force occasionally and/or a negligible amount of force constantly. Hearing ability sufficient to communicate effectively in person and over the phone. Visual ability must be sufficient to read typewritten documents, computer screens, and drive a car If unable to demonstrate these abilities based upon a standardized, objective assessment performed by external occupational health professionals, all reasonable accommodations will be made in compliance with the Americans with Disabilities Act and any other applicable Federal and Idaho law.
