SUMMARY
The Innovation, Design & Learning (IDL) Multilingual Learner (ML) Coordinator (formerly English Learner, EL) leads the design, implementation, and continuous improvement of a coherent EC-12 multilingual learner program aligned to the Hopkins Core Values and the Hopkins Learning Framework.
This role ensures multilingual learners have equitable access to rigorous, grade-level instruction through strong language development in reading, writing, listening, and speaking across all content areas. The ML Coordinator builds systemwide coherence across curriculum, instruction, assessment, and professional learning while ensuring compliance with all state and federal English Learner requirements.
The ML Coordinator partners with teachers, school leaders, and district teams to translate strategy into consistent, high-quality classroom practice, ensuring multilingual learners experience inclusive, culturally and linguistically sustaining learning environments.

ESSENTIAL FUNCTIONS
1. Instructional Leadership & Coherence
Lead systemwide implementation of English language development aligned to English Language Proficiency (ELP) standards
Ensure multilingual learners access rigorous Tier 1 instruction through integrated reading, writing, listening, and speaking across content areas
Partners with MTSS staff to ensure multilingual learner programming is intentionally integrated within the MTSS framework and aligned across all tiers of support
Partner with teachers and leaders to strengthen instructional coherence and consistent use of district-aligned practices
Support the integration of language development within adopted curricular materials and instructional time structures
2. Program Design & Continuous Improvement
Design and maintain a coherent
E -12 ML
program grounded in research-based language acquisition practices
Lead ongoing program review cycles, including classroom-based observations and student shadowing
Use findings to strengthen instructional practices, service delivery models, and system alignment
Ensure programming reflects culturally, linguistically, and identity-sustaining practices
3. Assessment & Data Systems
Lead development and use of ML assessment systems, including ACCESS and local measures
Establish clear cycles for data review, progress monitoring, and program evaluation
Partner with the Data Team to ensure accurate identification, placement, and monitoring (including Early Childhood screening such as PreLAS)
Synthesize data into clear, actionable insights for educators and leadership
4. Compliance & Program Accountability
Serve as the district's primary liaison and point of contact with the Minnesota Department of Education (MDE) for Title III and English Learner programming
Ensure full compliance with all state and federal EL requirements, including identification, service delivery, documentation, and reporting
Interpret and apply MDE and Title III guidance to district systems, ensuring alignment between compliance requirements and instructional practice
Develop and maintain clear, consistent procedures that support both legal compliance and systemwide instructional coherence
5. Professional Learning & Capacity Building
Lead and support professional learning that builds educator capacity in language development and instructional practices for multilingual learners
Partner with principals and teacher leaders to ensure implementation translates into consistent classroom practice
Support collaborative structures (Collaborative Team, MTSS, problem-solving teams) to strengthen outcomes for multilingual learners
6. Collaboration & Engagement
Collaborate with ML teachers, administrators, and cross-functional teams to ensure coordinated and aligned services
In collaboration with our Student Success Liaisons, support multilingual learners and families in navigating district systems, platforms, and opportunities
7. Communication & System Alignment
Communicate ML program priorities, data, and expectations clearly to educators, leaders, and families
Contribute to districtwide coherence by aligning ML work with broader teaching and learning systems
Promote the district's mission, Hopkins Learning Framework and core values through equity-centered and collaborative practices
License or English Learner endorsement required
READ Act training completed (LETRS, CAREIALL, CORE OL-LA, or MDE waiver)
Experience & Expertise
3-5 years experience supporting multilingual learners (teaching or coordination)
Deep understanding of second language acquisition and ML programming
Experience building coherent systems for curriculum, instruction, assessment, and progress monitoring
