April 3, 2026 Primary Purpose The Teaching & Learning Coordinator is responsible for planning, coordinating, and implementing all components of the Teacher Incentive Allotment (TIA) program across Franklin ISD. This position works collaboratively with district leadership, campus administrators, teachers, and the business office to ensure fidelity to Texas Education Agency (TEA) guidelines, accurate data submission, and continuous improvement of the district's teacher designation system. Qualifications
Education/Certification:
Bachelor's degree from an accredited university Valid Texas Teaching Certificate Valid Texas Administrator Certificate T-TESS Certification
Experience:
Minimum of 3 years classroom teaching experience Experience as an Assistant Principal or Principal preferred Major Responsibilities and Duties TIA Program Management Support campus and district leadership in implementing and monitoring the TIA program Develop and update program manuals, training materials, and handbook content Collaborate with teachers and administrators to improve performance and retention Serve as a member of the district recruiting team Ensure accurate data validation and submission aligned with TEA requirements Lead development of student growth measures for TIA Research and analyze validity and reliability of third-party growth measures Assist with district assessment activities and reporting Train campus testing coordinators on proper assessment procedures Provide technical assistance, resources, and training to district staff Collaborate with Education Service Center representatives Assist in evaluating and refining the local teacher designation system Budget and Inventory Assist in developing and managing the departmental budget Ensure cost-effective use of funds Support selection and purchase of supplies and equipment Participate in grant writing to secure program funding Policy, Reports, and Compliance Maintain required reports, records, and documentation Ensure accurate PEIMS data reporting Comply with federal, state, and local policies Follow district safety protocols and procedures Professional Growth and Development Attend School Board meetings as needed Participate in ongoing professional development at the state and regional level Adhere to the Texas Code of Ethics for Educators Maintain current knowledge of TIA, T-TESS, and relevant legislation Demonstrate professionalism, integrity, and loyalty to the district Talent Development Ensure staff in certified roles hold appropriate credentials Manage T-TESS documentation and data in Eduphoria and PEIMS Oversee completion and maintenance of employee evaluations Maintain records of teacher certifications Serve as a point of contact for certification inquiries Other Duties Perform additional duties as assigned by the supervisor Maintain confidentiality of sensitive information Supervisory Responsibilities As needed Working Conditions
