Reporting to the Deputy Superintendent, the Executive Director of Instructional Servicesis responsible for advancing high-quality instructional systems across PK-12 programsthrough collaborative leadership, strategic alignment, and coordinated service delivery. This position executes the Deputy Superintendent's vision by leveraging partnerships,expertise, and shared resources to strengthen teaching and learning across theSaginaw Intermediate School District (SISD) and its constituent districts. The Executive Director ensures the effective delivery of both: ? Statutorily required and compliance-driven instructional functions, and ? High-quality technical assistance and system-level support expected of an Intermediate School District (ISD). Through a service model grounded in the core ISD roles, this position works to: ? Connect districts to resources, partnerships, and aligned services. ? Convene stakeholders around shared instructional priorities. ? Facilitate collaborative networks and systems of support. ? Influence instructional practices and system coherence through data, strategy, and leadership development. The Executive Director provides strategic leadership, supervision, and evaluation forgeneral education services, instructional improvement, professional learning, digitallearning, educational technology, innovation initiatives, and specialized instructionalprograms. Through cross-district collaboration and systems coordination, this roleensures that curriculum, instruction, assessment, professional learning, and innovationoperate as a coherent and responsive system aligned to SISD's Strategic Compass,responsive to LEA priorities, and focused on improving student outcomes across theBirth to 26 continuum. This role advances instructional excellence, equitable access to high-quality learningexperiences, and future-ready education models by aligning stakeholders, fosteringshared solutions, mobilizing resources, and coordinating efforts across departments,programs, and districts. ESSENTIAL DUTIES AND RESPONSIBILITIES
Across the following domains, the Executive Director will: Instructional Leadership and Systems Alignment1. Develops and advances a countywide instructional leadership strategy focused on instructional quality and student achievement across PK-12 classrooms.2. Leads aligned systems for curriculum, instruction, assessment, and professional learning to ensure coherence across districts and programs.3. Supports LEAs with school improvement planning, including implementation of Michigan Continuous Improvement Process (MICIP)and related accountability requirements, ensuring alignment with state and federal expectations.4. Facilitates networks of curriculum leaders, principals, and instructional teams to identify trends, share best practices, and establish shared priorities.5. Oversees content-specific professional learning, instructional coaching systems, and educator capacity-building aligned to district needs.6. Promotes instructional equity through culturally responsive practices, Universal Design for Learning (UDL), and inclusive instructional approaches.7. Analyzes student performance data and coordinates system-level responses to improve outcomes, including literacy, mathematics, and MTSS Tier 1 implementation.8. Ensures implementation of evidence-based instructional practices, including science of reading initiatives aligned with state requirements.9. Coordinates development of shared assessments, vertical articulation, and instructional tools in collaboration with constituent districts.10. Builds instructional leadership capacity for curriculum directors and administrators across districts.11. Provides leadership and coordination for instructional functions tied to compliance requirements, including literacy initiatives, assessment systems, and continuous improvement processes.12. Supports LEAs in interpreting legislative, regulatory, and accountability requirements and translating them into aligned instructional practices. Innovation, Digital Learning, and Future-Ready Systems1. Advances an SISD-wide innovation strategy, including ethical integration of digital learning tools, artificial intelligence, and emerging technologies.2. Oversees implementation of future-ready learning models and educational technology initiatives that enhance teaching and learning.3. Collaborates across SISD departments to integrate innovation, technology, and instructional supports into programs and services.4. Coordinates initiatives related to digital equity, responsible technology use, and cybersecurity readiness in collaboration with relevant departments.5. Cultivates partnerships with regional, state, and national organizations to expand access to innovative practices and resources.6. Positions SISD as a catalyst for forward-thinking instructional models and workforce-aligned learning experiences. Specialized Program Leadership and Oversight Provides strategic leadership oversight and ensures alignment across specialized instructional programs operated by SISD that extend learning beyond traditional PK-12settings, including: ? Hartley Outdoor Education Center ? STEM education initiatives ? Great Lakes Bay Early College ? Saginaw County Juvenile Detention Center Educational Program ? Healthy Bodies/Healthy Minds ? Career and Technical Education Planning District (CPED) Executive Leadership Expectations1. Act as a systems-level solutions architect rather than an isolated problem solver.2. Lead collaborative, cross-departmental efforts aligned to the SISD strategic compass.3. Design and facilitate workstreams with multiple stakeholders while managing complex environmental changes.4. Ensure all activities are intentionally aligned and outcome-driven.5. Foster organizational and community awareness in all planning and implementation efforts.6. Support multidimensional, cross-divisional teams to address instructional gaps collaboratively across the Birth-26 system.7. Other duties as assigned by the Deputy Superintendent and/or Superintendent.
