Director of Performance & Evaluation Systems Position Summary The Director of Performance & Evaluation Systems is responsible for the design, implementation, monitoring, and continuous improvement of districtwide educator performance systems, including evaluation frameworks, observation protocols, and accountability structures. This role ensures that all educator performance systems are implemented with fidelity and are directly connected to instructional improvement, professional growth, and student outcomes. The Director leads the development and oversight of evaluation systems for teachers and administrators, ensures consistency and calibration in observation practices, and establishes systems that use performance data to drive accountability and decision-making. This position serves as the district's central authority on measuring educator effectiveness and ensuring that evaluation systems are fair, rigorous, and aligned to district priorities. Supervisor Certificate Advanced degree (Doctorate preferred) Qualifications Master's Degree from an accredited college or university
Minimum:
Five (5) years successful teaching experience Three (3) years of leadership experience (school or district level) Demonstrated expertise in: Educator evaluation systems and frameworks (e.g., Danielson) Instructional observation and feedback Performance management systems Strong knowledge of: TEACHNJ Act requirements New Jersey educator evaluation regulations Instructional best practices across grade levels and content areas Experience supporting administrators in evaluation and performance management Core Responsibilities Evaluation System Design and Implementation Develop, implement, and continuously refine districtwide educator evaluation systems. Ensure alignment with TEACHNJ Act and district policies Establish clear expectations for evaluation processes across all schools Maintain consistency and coherence in evaluation practices Oversee timelines, processes, and system integrity Observation Frameworks and Instructional Evaluation Lead the implementation of instructional observation frameworks to ensure high-quality evaluation practices. Oversee use of approved observation frameworks (e.g., Danielson Framework or equivalent) Ensure observations are rigorous, standards-based, and aligned to instructional priorities Support development of actionable, high-quality feedback for educators Calibration and Evaluator Capacity Ensure consistency, reliability, and fairness in evaluation practices across the district. Develop and lead calibration systems for evaluators Train administrators on observation, scoring, and feedback practices Monitor evaluator performance and provide support as needed Performance Management and Accountability Systems Establish and manage systems that connect evaluation outcomes to accountability and decision-making. Align evaluation outcomes with personnel decisions (e.g., retention, tenure, development) Support implementation of performance improvement plans Ensure accountability structures are clear and consistently applied Evaluation Data Analysis and Reporting Use evaluation data to inform district decisions and improve educator effectiveness systems. Analyze evaluation data to identify trends and patterns Provide reports to Talent and district leadership Use data to inform policy, practice, and professional learning priorities Support to School Leaders Build principal and administrator capacity in evaluation and performance management. Provide training and ongoing support to principals Support high-quality observation, feedback, and coaching practices Assist with complex personnel and evaluation situations Compliance and Governance Ensure all evaluation systems comply with federal, state, and district requirements. Maintain compliance with TEACHNJ Act and NJDOE regulations Ensure accurate documentation and audit readiness Monitor completion and quality of evaluations Alignment with Professional Learning and Development Collaborate with Talent and Instruction leaders to ensure evaluation systems inform educator development. Align evaluation data with professional learning priorities Support identification of districtwide instructional needs Ensure evaluation systems drive continuous improvement Cross-Departmental Alignment (NES Integration) Ensure alignment between Talent, Instruction, and Data systems. Collaborate with Director of Leadership & Teacher Development Align evaluation systems with instructional priorities and student outcomes Work with Data Department to ensure accurate reporting and system integration Other Duties Perform such other duties as assigned by the Superintendent or designee in accordance with law and regulation.

Analyze evaluation data and trends Report findings to Chief Talent Office Accountability Measures The Director of Performance & Evaluation Systems is directly accountable for: Fidelity and consistency of educator evaluation systems Quality and rigor of instructional observations and feedback Timely and accurate completion of evaluations Alignment of evaluation outcomes to performance management decisions Use of evaluation data to inform district improvement efforts Core Competencies Expertise in educator evaluation systems Instructional leadership and observation Data analysis and performance management Training and capacity building Communication and relationship management Systems thinking and organizational alignment Terms of Employment Twelve-month position. Salary, benefits, and conditions of employment shall be in accordance with Board policy and applicable employment agreements. Evaluation Performance shall be evaluated annually in accordance with Board policy, administrative regulations, and district leadership evaluation procedures.

Maximum Starting Salary:
$204,761.00 Residency Requirement Under New Jersey's "New Jersey First Act" (N.J.S.A. 52:14-7), all employees of New Jersey public school districts must maintain bona fide New Jersey residency as a condition of employment. Candidates must already reside in New Jersey or establish residency within the required timeframe after hire. Current employees who were hired on or before September 1, 2011areexemptfrom this requirement and may continue to reside outside the state. In limited circumstances, applicants may request a residency waiver through the state's Employee Residency Review Committee if they can demonstrate critical need or hardship; approval is not guaranteed.
