Responsibilities Directs the implementation of special education programs at school sites, observations in special education classrooms, evaluations of education plans, and confers with principals and special education staff to support implementation of IEPs. Conduct and attend meetings, resolve ad-hoc problems, provide directives and guidance for staff, District personnel, and the public. Coordinates district special education and support within the policies of the LUSD Board of Trustees and in accordance with State and Federal statutes and regulations. Participates as a member of the Individualized Education Program (IEP) team in the identification of individuals with exceptional needs, and serve as LEA administrative designee as appropriate. Provides support for school sites in the identification of individuals with special needs under IDEA and Section 504 of the Rehabilitation Act. Oversees student counseling and mental health services, and coordinates with community resources to support students' social & emotional needs. Plans, organizes and monitors District special education programs including monitoring of caseloads for special education service providers. Assists with the implementation of student placements, including those in non-public schools, private schools, and state schools as well as transitions from infant/early start programs. Plans and coordinates observations for visitors in special education programs. Participates in special education programs with public and private organizations and agencies including County Office of Education and Special Education Local Plan Area (SELPA). Integrates District intervention services including Tier 2 behavioral and academic interventions with mandated special education assessment requirements. Supports sites in the identification, evaluation, and placement of students referred for special education, monitors and advises District leadership regarding intervention services. Provide support to school sites for the implementation of Individual Education Plans (IEP's) including processing of low incidence requests and accessing Assistive Technology resources. Provide information, assistance, and counseling to parents of special education students through conferences and home visits. Monitor laws and regulations pertaining to special education, assist in the development of policy and procedures related to special education, and provide training to general and special education staff on developed policies and procedures. Assists in the development, planning and implementation of regular meetings and trainings for special education, general education and student support staff. Provides input and collaborates in the development and monitoring of special education budgets and purchases. Assists parents in participating in the special education process including but not limited to identification of child's needs, IEP development and resolution of disputes. Supports and encourages parent participation in the SELPA Community Advisory Committee. Represents the District in due process hearings and mediation as well as compliance reviews and complaint investigations. Participates in the screening and employment process for certificated and classified staff within the Student Services department. Supervises and evaluates the performance of Special Education teachers and support staff which may include School Psychologists, Speech-Language Pathologists, Occupational Therapist, and Counselors. Assists principals and other administrators in supervision and performance evaluation of special education teachers and aides, as appropriate. Advises principals and special education staff on issues related to student learning and behavior problems. Assists in the ongoing development and evaluation of the special education curriculum and ensures access to core curriculum materials for special education teachers at each school site. Coordinates curricular resources and make them available for personnel who are in need of resources. Supports the preparation of and maintenance of a variety of narrative and statistical reports, records and files, applications, reports, and documents for submission to the Local, State and Federal Agencies as required to maintain compliance with state and federal laws and regulations. Supports communication with other administrators, District personnel and members of the public to coordinate activities, resolve issues, and exchange information. Participates in other activities necessary to enable students and the District to accomplish objectives within the LUSD Strategic Plan and Local Control and Accountability Plan. Perform other duties similar to the above in scope and function as required and assigned. Education and Experience Master's Degree from an accredited institution preferred, preferably in administration, special education or a closely related field. Five years of teaching experience or special education experience (school psychologist, etc.) preferred. Three to five years of increasingly responsible educational management experience preferred. Certificates, Licenses & Registrations Valid California Teaching Credential or Pupil Personnel Services Credential. Valid California Administrative Credential. Valid California Driver's License.
Knowledge & Abilities Knowledge of:
Regulatory Frameworks:
Federal and state special education laws (IDEA, Section 504), SELPA procedures, and "legally defensible" IEP standards.
Instructional Innovation:
Evidence-based practices, Universal Design for Learning (UDL), trauma-informed care, and inclusive educational models.
Systems Management:
Budgeting, resource allocation, program evaluation methods, and data analytics.
Technological Tools:
Modern office systems, Assistive Technology (AT), and student information systems for compliance and instruction.
Ability to:
Communicate effectively, both orally and in writing, with parents, administration, staff and community agencies. Plan, organize, and direct the functions of special education department. Assess effectiveness of programs. Effectively evaluate and compare costs associated with the delivery of services. Establish and maintain collaborative working relationships with the staff and the public. Interpret, apply and explain rules, regulations, policies and procedures. Implement management strategies based on evaluation data. Exercise judgment and discretion in interpreting and applying policies and procedures. Meet internal and external deadlines. Analyze situations accurately and adopt an effective course of action. Work independently with little direction. Prepare comprehensive narrative and statistical reports. Train, supervise and evaluate the performance of assigned staff. Operate and use district technology and communication systems. Physical Demands Frequent sitting; occasional walking, standing, and travel between sites.
