Under the general direction of the Vice President of Student Services, the Interim Director of Student Services will assume primary responsibility for planning, developing, implementing, evaluating and coordinating educational support services for students with disabilities as well as MSJC's student-veteran or dependent population; providing direct counseling/advising, assessment and guidance; facilitating the interactive process to determine fundamental requirements and reasonable accommodations; hiring, training and evaluating contract faculty, staff and hourly employees; providing in-service training for faculty and staff; managing categorical budget, general fund allocations, federal, state and other grants; providing expertise for college personnel in meeting the requirements of federal and state related laws; liaising with appropriate community agencies; developing and assessing student learning outcomes (SLOs); developing curricula; preparing reports, research, student satisfaction surveys and program plans. This is an administrative position, exempt from overtime provisions of the Fair Labor Standards Act, with responsibility for formulation and recommendation of district policies, regulations and budget decisions related to the area of responsibility. Initial placement on the salary schedule will be commensurate with education and experience, along with a cell phone allowance stipend. Educational administrators serve under contract and make contributions toward STRS (a retirement plan). Benefit package includes comprehensive medical, dental and vision plans, life insurance, sick leave, and 22 days of vacation per year. While this current vacancy is expected at the San Jacinto Campus, Administrators serve district-wide and may be assigned to the San Jacinto Campus, the Menifee Valley Campus, the Temecula Valley Campus or any District facility. Additional openings that become available prior to the end of the hiring process may also be filled from the qualified applicants. This position is categorically funded and exists based on the availability of funds. If funds cease to be available, the District may, at its discretion, implement a reduction in force that could result in the elimination of the position. •This recruitment is for an interim, full-time assignment for April 2026 - June 2026, with possibility of extension•
ESSENTIAL DUTIES AND RESPONSIBILITIES
The duties listed below are intended only as illustrations of the various types of work that may be performed. Manage, coordinate, and assess the day-to-day operations of the Veterans Resource Centers and Accommodation Service Centers Interpret federal (Section 504 and 508 of Rehabilitation Act of 1973 and Americans with Disabilities Act), state (AB 77, Education Code, Section 84850 and Title 5, California Code of Regulations (5 CCR) Sections 56000-56076) and district policies and procedures related to students with disabilities Assist faculty and departments with implementing accommodations in an instructional setting Plan, coordinate and implement student and academic development courses/ programs Monitor student eligibility and evaluate students' accommodation needs Provide academic advising and guidance to students regarding employment, accommodations, and support services Act as a resource for Office of Civil Rights complaints and disability related matters throughout the district Maintain current, relevant knowledge regarding veteran services and disability services Compile student data and statistics to assess program/service; assess, monitor, and track current needs; recommend new initiatives Complete and submit reports to the Chancellor's Office, program reviews and other periodic/annual reports Assist programs to establish and assess student learning outcomes and department learning outcomes Evaluate and monitor Management Information Systems (MIS), Scheduling and Reporting System (SARS) and other data for accuracy Maintain compliance with State and Federal mandates Provide informational presentations and training to district employees Develop, implement, administer, and evaluate standards, programs, policies, procedures, and services consistent with program requirements and needs on multiple campuses and centers to ensure student access and success Develop, recommend, and monitor departmental and special project budgets; maintain control of expenditures Evaluate and manage staffing and departmental resources and student growth patterns to ensure quality service to students Direct, train and supervise student workers, classified and certificated program staff Participate on committees and attend conferences, including local, regional, and state activities Coordinate ASC advisory committee meetings Research and recommend external funding and grant opportunities Plan, develop, facilitate, and collaborate within and outside the College to deliver a wide range of outreach, student development services, college persistence and retention initiatives to enhance the student experience Maintain a case management and intake system for incoming student veterans including initial application, course enrollment, management of Veteran Affairs (VA) certification process, graduation, and transitional activities Establish, collaborate, and maintain on-going communication with local community resources and organizations including the Education Services Officer of the local military installation, military/veteran education, and various veteran's organizations related to local, state, and federal agencies, community support services, and Veteran Affairs (VA) Contribute to short and long-term department goals
KNOWLEDGE, SKILLS, AND ABILITIES
The incumbent should possess knowledge of: Categorical budgets Financial and statistical record-keeping techniques Federal, state, and local DSP&S programs, regulations, and guidelines Veteran affairs; Title V; California Education Code Principles and practices of supervision, training, evaluation, recognition, and progressive discipline Assistive computer technology and computer assisted instruction Matriculation rules and regulations Database management and spreadsheet software applications Organizational planning and methods and practices The incumbent should possess skills in: Demonstrating professionalism, fairness, and honesty in all aspects of the performance of duties Leadership and communication to effectively address faculty and student issues Advising, counseling, and/or interviewing Participatory decision-making and consensus building and strong communication, interpersonal and conflict resolution skills Written and oral communication; oral and written language usage, grammar, spelling, punctuation, and vocabulary The incumbent should possess the ability to: Work with students and staff from diverse cultural, ethnic, socioeconomic, academic and disability backgrounds including intervention, retention, and success strategies Learn and utilize technology solutions that provide essential and relevant services to students Read, interpret, apply, and explain laws, guidelines, and regulations Develop and implement innovative student success programs utilizing alternative funding sources Develop and maintain accurate records and reports Prepare and deliver oral presentations and training Train, supervise, and evaluate assigned staff Work evening and/or weekend hours as necessary Demonstrate sensitivity to and understanding of the diverse academic, socioeconomic, cultural, disability, gender identity, sexual orientation, and ethnic backgrounds of community college students, faculty, and staff
QUALIFICATIONS AND REQUIREMENTS MINIMUM QUALIFICATIONS
A Master's degree from an accredited institution (attach transcripts); AND One (1) year of formal training, internship, or leadership experience reasonably related to the administrator's assignment; AND Two (2) years of professional experience (within the last four (4) years) in one of the following: instruction or counseling or both in a higher education program for students with disabilities; OR administration of a program for students with disabilities in an institution of higher education; OR teaching, counseling, or administration in secondary education, working predominately or exclusively in programs for students with disabilities; OR administrative or supervisory experience in industry, government, public agencies, the military, or private social welfare organizations, in which the responsibilities of the position were predominantly or exclusively related to persons with disabilities •To ensure a fair and compliant screening process, application materials must only include minimal personal information.
