Qualifications:

Valid Idaho Administrator Credential with Director of Special Education endorsement. 3. At least three years experience in public education, part of which must have been in teaching, ancillary services, or supervising in the field of Special Education. 4. Obtain college or university verification of demonstrated competencies in the following areas: a. Organization and administration of student services, including foundations of special education. b. Leadership, ethics, and management of change. c. All forms of communication, including technology, advocacy, mediation, and counseling with parents of children with disabilities d. Customer involvement and public relations e. Staff development and supervision of instruction f. Policy development as related to special education and related services g. School law and finance as related to special education and related services, and grant writing h. Curriculum development, integration of technology, delivery, and assessment as related to special education and related services i. Student behavior management/positive behavioral supports/effective discipline j. Diagnosis and remediation in special education 5. Valid Idaho Exceptional Child Certificate with appropriate endorsements. 6. Teaching and/or supervisory experience totaling ten or more years. 7. Ability to work with students, staff and the public. 8. Such alternatives to the above qualifications as the Board of Trustees may find appropriate and acceptable. Reports to :

Job Goals:
To supervise and ensure an efficient Special Services Program, serving all students with special needs, in accordance with state and federal law.
Essential Duties and Responsibilities:
1. Oversees the implementation and observance of all board policies and state and federal regulations that relate to special education programs. 2. Assists in recommending and preparing policies relating to special education for consideration by the Board of Trustees as per the Superintendent's direction. 3. Directs and coordinates the evaluation of individuals under his/her supervision 4. Assists principals in the evaluation and performance of Special Services, teachers and aides. 5. Coordinates IDEA, Medicaid, Title VI-B, Early Childhood Special Education (ECSE), Gifted and Talented (GATE), and Extended School Year (ESY) Summer School. 6. Serves as the liaison to interagency affiliations and the Idaho State Department of Education, Bureau of Special Education. 7. Oversees the December 1 Count, state and federal special education reports and audits, and interfacing with the Idaho State Department of Education personnel. 8. Coordinates, with consulting teachers, procedures and programming regarding placement and maintenance of eligible special education students, based on their individualized needs. 9. Coordinates special education curricular scope and sequence. 10. Recommends procedures that ensure that best practices in special education are followed. 11. Coordinates the VI-B and ECSE budgets and Medicaid billing. 12. Assists in the general fund budget planning to ensure adequacy of educational programs. 13. Coordinates special education program evaluation to ensure effectiveness. 14. Assists Human Resources in preparation and updating of related job descriptions. 15. Assists in the recruitment, selection and placement of ancillary and professional staff of District-wide and regional programs. 16. Responsible for recruiting, interviewing and making recommendations relative to the selection, assignment and transfer of Special Education staff within the Special Services Department. 17. Seeks out opportunities for professional growth. 18. Maintains high standards of ethical behavior and confidentiality of student information. 19. Ensures the organization and operation of Child Study Teams in all schools. 20. Serves as a consultant to the Child Study Team in case conferences regarding students enrolled in Special Services programs. 21. Interprets state and federal guidelines for District personnel and coordinates with the State Department of Special Education for implementation. 22. Compiles, maintains and submits such records and reports that are relative to programs for students enrolled in Special Services programs that result from local, state or federal rules, regulations and policies. 23. Attends District Administrative staff meetings. 24. Is responsible for working with or maintaining liaison with community agencies in all programs affecting Special Services. Terms of Employment:
An employee working in this position shall, at all times, be subject to the direction of the persons to whom said employee has primary responsibility or said person's designee(s), and at all times shall be subject to the rules, regulations and policies of the District as promulgated by the Board of Trustees. Each employee shall be held responsible for having knowledge of said School District rules, regulations and policies. This position is for Two Hundred Thirty (230) days. Salary is to be commensurate with experience and will be determined annually by the Board of Trustees.
Evaluation:
Performance of this position will be evaluated annually by the Superintendent of Schools in accordance with board policy.

While performing the duties of this job, the employee is regularly required to sit; stand; walk; have sufficient hand, arm and finger dexterity; reach with hands and arms; climb or balance; stoop, kneel, crouch, or crawl; and talk or hear. The employee must occasionally lift and/or move up to 10 pounds. The employee may also be required to drive an automobile. The work environment characteristics described here are representative of those an employee encounters while performing the essential functions of this job. While performing the duties of this position, the employee is occasionally exposed to outside weather conditions. The noise level in the work environment is usually quiet.
