JOB FUNCTION
Provides leadership and coordination for district assessment and accountability programs, personnel services, educator certification and recruitment efforts, School-Based Decision Making (SBDM) support, and other administrative functions as assigned by the Superintendent.

RESPONSIBILITIES
Serve as the primary contact between the district and the state assessment and accountability program.
Create policies and procedures to ensure maximum security of testing materials throughout the district in accordance with requirements established by the Kentucky Department of Education and testing vendors.
Ensure the secure transfer of testing materials and resulting data from the Kentucky Department of Education or testing vendors to the district office, schools, and testing facilities.
Ensure the training of all school personnel who have access to secure testing materials.
Ensure that timelines, policies, and procedures are communicated to schools.
Distribute test results to the Superintendent, principals, and building assessment coordinators.
Attend assessment and accountability meetings and training sessions.
Promote appropriate and ethical assessment practices throughout the district.
Facilitate the dissemination of assessment data and information to stakeholders.
Direct and interpret the district student assessment program and serve as the district contact regarding assessment data, reporting, and communications.
Help direct assessment activities for student identification purposes and assist program coordinators with data analysis, interpretation, and communication.
Assist schools in identifying innovative assessment programs and manage purchasing and ordering processes associated with assessment implementation.
Communicate assessment progress, needs, and changes to key district stakeholders.
Coordinate and facilitate the implementation of school and district report cards.
Assist and coach teachers in integrating formative assessment practices into schools and classrooms. This includes assisting teachers in developing assessment items, analyzing student work, and making instructional decisions based on assessment results.
Actively participate in appropriate state-level organizations to keep the district informed and prepared for emerging assessment innovations.
Coordinate and oversee certified and classified personnel processes, including recruitment, job postings, applicant screening, hiring, onboarding, and personnel records management.
Ensure compliance with educator certification requirements and maintain communication with the Kentucky Education Professional Standards Board (EPSB) regarding certification, licensure, and personnel matters.
Serve as the district liaison with colleges, universities, and educator preparation programs to coordinate student teacher placements, field experiences, internships, and educator recruitment initiatives.
Assist in the development and implementation of strategies to recruit, retain, and support a highly qualified workforce.
Provide guidance and technical assistance to administrators and staff regarding personnel procedures, certification requirements, employment regulations, and district policies.
Serve as the district's primary liaison and coordinator for School-Based Decision Making (SBDM) Councils, providing guidance and support to ensure compliance with applicable statutes, regulations, and policies.
Attend and participate in Board of Education meetings as directed.
Seek and apply for grants on behalf of Russell County Schools.
Demonstrate positive behavior in support of the mission, goals, and objectives of Russell County Schools.
Maintain regular attendance.
Perform other duties as assigned by the Superintendent.

EDUCATION/EXPERIENCE/LICENSES/REQUIREMENTS
Master's Degree and/or Rank I.
Five (5) years of teaching experience and/or relevant administrative experience.
Valid Kentucky Teaching Certificate.
Valid Kentucky certification as a Superintendent, Supervisor of Instruction, or Principal.
EVALUATION
Job performance will be evaluated in accordance with the provisions of the Russell County Board of Education evaluation policies and procedures.
