Job Description

Responsible for overseeing the provision of technical and laboratory support for water and wastewater system processes and compliance functions. Provides technical support to other divisions in water resources; works with chief operators and division superintendents to develop projects; provides technical assistance to other departments or to industrial customers through the Industrial Pretreatment Program as approved by the director. Manages laboratory operations; recruits, hires, assigns, directs, supervises, and ensures adequate training for assigned personnel; ensures adherence to standard operating procedures. Prepares and administers the annual operations budget of approximately one million ($1,000,000) dollars; Ensures the most efficient use of resources, and measures this against set operational and capital improvement budgets for the division, in accordance with industry guidelines and best practices. Monitors compliance status of water and wastewater treatment processes, industrial and wholesale sewer discharges, fast food establishment sewer use compliance, land application program, and laboratory quality assurance/quality control program; prepares periodic reports and submits to regulators and customers as required and requested. Maintains an effective Industrial Pretreatment Program to protect the wastewater treatment plant from harmful industrial discharges that might interfere with the biological treatment process, render residual biosolids unsuitable for agricultural discharge, or cause water quality noncompliance downstream. Prepares water quality public notices and state reports. Ensures customer excellence and delivery of quality water and sewer services. Evaluates process control and compliance data for water and wastewater treatment processes, pretreatment, and Fats, Oils, and Grease (FOG) program. Maintains quality control/quality assurance records for state and federal compliance. Procures resources for daily division operations. Collaborates, coordinates, and communicates with multiple levels of government entities, contractors, residential, commercial, and industrial customers through effective oral and written communication to ensure excellent customer service. Represents the City's interests in the Tar Pamlico Basin Association, NC Water Quality Association, and the NC Pretreatment Consortium. •Education and Experience :
Knowledge and level of competency commonly associated with the completion of a baccalaureate degree in a course of study related to the occupational field. Experience sufficient to thoroughly understand the diverse objectives and functions of the subunits in the division/department in order to direct and coordinate work within the division/department, usually interpreted to require three to five years of related experience. Possession of or ability to readily obtain a valid driver's license issued by the State of North Carolina for the type of vehicle or equipment operated. Possession of or ability to readily obtain state certification as a water or wastewater analyst as appropriate. Possession of or ability to readily obtain an appropriate state-certified license for water or wastewater treatment or distribution as appropriate. Knowledge of environmental science, biology, microbiology, chemistry, and engineering. Knowledge of environmental law. Knowledge of statistical math and algebra. Knowledge of soil and agriculture science. Knowledge of environmental and public health regulations governing public water supply, wastewater treatment, industrial waste treatment, and the land application of biosolids as agricultural fertilizer. Knowledge of water and wastewater treatment technology. Knowledge of budget administration. Skill in the supervision of personnel. Skill in analyzing problems and identifying solutions. Skill in preparing clear and accurate reports. Skill in establishing cooperative and productive working relationships. Skill in setting priorities for competing projects. Skill in performing mathematical calculations. Skill in interpersonal relations. Skill in oral and written communication.SUPERVISORY CONTROLS
The Water Resources Director assigns work in terms of division goals and objectives. The supervisor reviews work through conferences, reports, and observation of division activities.GUIDELINES
Guidelines include the Clean Water Act; the Safe Drinking Water Act; state rules governing public water systems; state drinking water laboratory certification requirements; pretreatment rules and standards; and the Rocky Mount Sewer Use Ordinances. These guidelines require judgment, selection, and interpretation in application. This position develops division guidelines.COMPLEXITY
The work consists of varied management and supervisory duties. Competing priorities contribute to the complexity of the work.SCOPE AND EFFECT
The purpose of this position is to oversee the provision of technical and laboratory support for water system operations. Success in this position ensures compliance with state and federal regulations.PERSONAL CONTACTS

The work is typically performed while sitting at a desk or table or while intermittently sitting, standing, or stooping. The employee occasionally lifts light objects and uses tools or equipment requiring a high degree of dexterity.WORK ENVIRONMENT
The work is typically performed in an office and outdoors. The employee is exposed to dust, dirt, grease, contagious diseases, irritating chemicals, and occasional cold or inclement weather. The work requires the use of protective devices such as masks, goggles, and gloves.SUPERVISORY AND MANAGEMENT RESPONSIBILITY
