JOB SUMMARY
The Extended Learning & Enrichment Coordinator leads the implementation and continuous improvement of statewide extended learning programs, including 21st Century Community Learning Centers (21st CCLC), ensuring alignment with federal requirements and state priorities. This role provides strategic leadership and technical assistance to partners and subgrantees, advancing high-quality programming, such as high-impact tutoring; to improve student achievement and expand enrichment opportunities. Through collaboration, data-driven decision-making, and oversight of grants and partnerships, the coordinator works to strengthen learning experiences and outcomes for students across West Virginia.
DUTIES AND RESPONSIBILITIES
Leads and coordinates the implementation and continuous improvement of Extended Learning & Enrichment programs, including the 21st Century Community Learning Centers (21st CCLC) program, ensuring alignment with state priorities and federal requirements. Provides strategic leadership and technical assistance to subgrantees and project counties, including needs assessment, program planning, and implementation of evidence-based practices, such as high-impact tutoring; to improve student achievement and close learning gaps. Oversee program monitoring, evaluation, and compliance, including performance tracking, fiscal oversight, and adherence to federal guidelines, while supporting continuous improvement through data-driven decision-making. Develops and sustains partnerships with LEAs, higher education, community-based organizations, and business and industry partners to expand high-quality extended learning opportunities, strengthen family engagement, and enhance student enrichment experiences. Coordinates the statewide 21st CCLC grant application and selection process, including development of guidance, review protocols, and support for applicants to ensure equitable and effective program implementation. Promotes and supports high-quality programming for students and families, including academic enrichment, high-impact tutoring, safe and accessible learning environments, and services that address the needs of at-risk and special populations. Facilitates professional learning and capacity-building for program staff and partners, including training, coaching, and dissemination of best practices in extended learning, enrichment, and student engagement. Represents WVDE in state, regional, and national extended learning initiatives, including participation in 21st CCLC conferences and collaboration with partners to bring innovative practices to West Virginia. Coordinates the development and implementation of new and innovative extended learning and enrichment opportunities in collaboration with WVDE offices and statewide partners, ensuring alignment with agency priorities and expanding access to high-quality learning experiences for students. Performs other duties as assigned by the State Board of Education, State Superintendent of Schools, and Associate/Assistant Superintendents.
EDUCATION AND EXPERIENCE
Bachelor's degree required in Education or a related field; Master's degree preferred. Minimum of 3â€"5 years of experience in extended learning, afterschool programming, or education, including knowledge of 21st CCLC programs and high-impact tutoring; program management experience preferred. Experience in a governmental, education, or public sector environment preferred, with knowledge of state operations, policies, and federal education funding regulations. Demonstrated ability to coordinate complex, multi-stakeholder initiatives, including program implementation, partnership development, professional learning, financial tracking, data management, and cross-functional collaboration. Strong organizational, analytical, and technical skills, including experience using data to inform decision-making, managing projects and events, and advanced proficiency in Microsoft Office Suite (e.g., Excel, Teams) and database or grant management systems.
PHYSICAL REQUIREMENTS
This position is classified as sedentary work, involving prolonged sitting (6-8 hours daily) at a desk or computer workstation. Occasional demands include standing or walking short distances within the office and lifting/carrying up to 10 pounds. This role requires close visual acuity for reading documents and computer screens, clear speaking/hearing for communication, and repetitive wrist/hand motions. The staff member demonstrates excellent oral and written communication skills, and excellent presentation skills using current technologies. The staff member demonstrates ability to work effectively with county personnel and other state/local officials. The staff member understands that travel throughout WV and out of state (including air travel) may be required on an occasional or frequent basis depending on the needs of the Department. The staff member understands this is a full-time, on-site position based in Charleston, WV. Remote work options are not available for this position. The staff member understands that work assignments may change or be added, as priorities emerge with the West Virginia Department of Education (WVDE).
EMPLOYMENT RELATIONSHIP
Department of Education staff are employed upon recommendation of the State Superintendent of Schools and are state employees. No representative or employee of the state is authorized to enter into any employment contract or other agreement. Department staff work under the direction of the State Superintendent of Schools for the general supervision of the free schools in the state and implementing the policies of the board and other necessary tasks as determined by the State Superintendent of Schools or his/her designee. Each employee is "at-will" and subject to termination by the State Superintendent of Schools at any time, with or without notice, cause or compensation. The employment relationship between the State Superintendent of Schools and the employee may be terminated by either party. Reasons for termination by the State Superintendent of Schools include, but are not limited to, immorality, incompetency, cruelty, insubordination, intemperance, willful neglect of duty, unsatisfactory performance, the conviction of a felony or a guilty plea or a plea of no contest to a felony charge, misuse of funds or property, violations of law or policies of the state board, lack of need, or a lack or loss of funding.
