Primary Purpose:
Direct and manage the district's special programs, including Special Education, 504, and Dyslexia. Work cooperatively with campus administration, parents, students and instructional personnel to provide the most appropriate instructional programs for students participating in special programs. Maintain accurate documentation and implement appropriate scheduling toply with all federal and state regulations.
Major Responsibilities and Duties:
Instructional Programs:
Special Education and 504 Monitor the effectiveness of instructional practices for all assigned programs. Make sound rmendations to enhance program efficacy. Manage an effective special programs process. Ensure that all initial assessments, re-evaluations,mittee meetings, andmittee rmendations regarding placement and services arepleted inpliance with all federal and state timelines forpletion. Supervise and monitor the admission, re and dismissal (ARD) process districtwide. Monitor ARD and 504 paperwork for accuracy andpletion. Ensure current eligibility rosters for state assessments, lists of referrals, rosters of transfer students, lists of referrals for related services, lists of re-evaluation dates, and rosters of case managers' caseloads are maintained by the ARD Facilitators. Ensure procedures are in place for the provision of updated PEIMS coding information to the campus registrar in a timely fashion. Monitor PEIMS coding information for special programs students to ensure accuracy. Participate inmittee meetings to confirm that students receive appropriate placement and ensure the development of meaningful individual education plans. Supervise transition services for special education students entering and exiting public school programs. Provide leadership in the formulation and implementation of contracts for special education students receiving services outside of the district. Facilitate the relationship and coordinate all interactions between the Special Education Shared Service Arrangement (SSA) and Luling ISD. Collaborate with campus administrators and office personnel to ensure child find efforts and procedures for early identification are appropriate and in adherence with specific timelines and best practices. Obtain and use evaluative findings (including student achievement data) to gauge special programs effectiveness and to make adjustments when warranted. Ensure the special education program is inpliance with TEA standards, accountability guidelines, and Results Driven Accountability (RDA) performance requirements. Assist campus staff and administration in maintainingpliance with all federal, state and local policies as they apply to students in special programs. Assist campus staff and administration in utilizing the special programs information management system. Provide troubleshooting support to campus staff and administration as needed. Attend relevant professional development, meetings, and conferences and bring the learning back to the district with evident and necessary changes. Demonstrate support for the district's student management policies and expected student behavior related to special programs. Personnel Management Develop training options and/or improvement plans to ensure exemplary operations in the special programs area. Evaluate job performance of assigned employees to ensure effectiveness. Participate in the recruitment, selection and training of personnel. Make sound rmendations relative to personnel assignment, retention, discipline and dismissal. Budget and Inventory Administer special programs budgets and ensure that special programs operations are cost effective and funds are managed prudently. Compile budget and cost estimates based on documented needs for each special program. Approve the submission of purchase orders and budget requests for special programs resources. Maintain a current inventory of available district resources and equipment, and rmend the replacement and disposal of equipment when necessary. Communication and Community Relations Establish and maintain open lines ofmunication by conducting conferences with parents, students, teachers, administrators andmunity members concerning vital issues. Maintain positive relationships with school staff, contracted service providers, parents, andmunity members. Serve as the district liaison tomunity agencies providing services to students and notify parents and students of available services. Articulate the district's mission and goals in the area of special programs to themunity and solicit its support in realizing the mission. Use appropriate and effective techniques to encouragemunity and parent involvement. Respond effectively and in a timely manner to individuals seeking assistance and guidance. Facilitate resolution of stakeholder issues by providing guidance, coordinatingmunication with necessary parties, and providing links to potential resources. Continuous Improvement and Professional Growth Demonstrate initiative in improving the performance of all assigned programs. Take a proactive role in anticipating and addressing issues. Implement the knowledge gained through strategically-selected professional development to strengthen the efficacy of the assigned programs. Actively seek feedback from supervisor(s) and incorporate constructive feedback accordingly to improve performance. Other Maintain and submit required statepliance report information. Follows end-of-year procedures formunication of information, summer testing, etc., and records finalization. Comply with policies established by federal and state law, State Board of Education rules, and local board policy. Maintain confidentiality of student records and assessment information. Follow district safety protocols and emergency procedures. Perform all other duties as assigned by the supervisor.
Supervisory Responsibilities:
Supervise, evaluate, and rmend the retention or dismissal of staff assigned to the Special Programs Department.

Qualifications:
Education/Certification:
Master's degree Valid Texas teaching certificate Valid administrator or instructional leadership certification preferred
Special Knowledge, Skills and Abilities:
Knowledge of federal and state special education law Knowledge of 504 and Dyslexia legal requirements and effective programming Understanding of the individual needs of special programs students Ability to coordinate and evaluate the effectiveness,pliance and performance of special programs Ability tomunicate with all levels of special programs students and their parents Ability to implement policy and procedures Ability to interpret data Ability to manage budget and personnel Strong organizational,munication, and interpersonal skills
Experience:
3 years of experience in public education preferred Experience in federal and/or state program management and special education programming preferred Experience with school district budgeting and purchasing processes preferred Experience with performingpliance audits and taking necessary corrective actions preferred

Pay Grade 3: $72,000-$97,200,mensurate with experience LISD contributes to TRS Active Care.
