Summary Southern University at Shreveport, Louisiana (SUSLA) is accepting applications for the University Registrar position. SUSLA is a comprehensive community college serving Shreveport, Bossier City, and surrounding areas in Northwest Louisiana. It is one of five campuses constituting the Historically Black Southern University System. The University serves approximately 3,000 undergraduate students and offers 32 undergraduate degrees and certificate programs in a variety of fields including Allied Health, Nursing, Aerospace Technology, Business Studies, Behavioral Science/Education and Science & Technology.Position Overview:
The University Registrar oversees all operations of the Registrar's Office as well as the hiring, training and development of Registrar's office staff. The Registrar collaborates with other campus leaders to design quality student services and protect student records.Primary Responsibilities:
- Supervision and management of the Office of Records and Registration including functions for student academic services, registration, records, degree certification, Veterans Affairs and National Junior College Athletic Association certification.
- Interprets and enforces policies of the University, Board of Regents, Board of Supervisors, and ensures adherence to FERPA regulations.
- Ensures the integrity, accuracy and security of all academic records of current and former students. Builds secure student data files and sets policy and procedure for their responsible use. Establishes and maintains the student academic records following guidelines established by the American Association of Collegiate Registrars and Admissions Officers (AACRAO).
- Supervision and maintenance of academic records in the Ellucian (Banner} System and degree audit systems.
- Maintenance and update of the student records system in accordance with policies of AACRAO, FERPA, University Catalog, Board of Regents and Board of Supervisors.
- Responsible for collecting, recording, maintaining and reporting of student records within FERPA guidelines (e.g., grades, registration, data, maintaining transcripts, midterm verification, IPEDS, National Student Clearinghouse, etc.)
- Ensures accurate official student transcripts and their release following the Family Educational Rights and Privacy Act {FERPA) guidelines. Certifies enrollment of veterans for educational benefits from Veterans Administration.
- Management of course enrollment/computerized Master Course Schedule, and the processes for Curriculum Committee and the University Catalog Committee.
- Provide enrollment statistics to the appropriate state and federal offices.
- Facilitate effective student registration and enrollment. Manages efficient use of classrooms. Supervision, management and coordinate beginning and end-of-term processes.
- Validation of leave requests, time sheets and develops and administers departmental budget. Supervision of development and maintenance of the Office Policy and Procedures Provides leadership and develops appropriate recommendations for the implementation of related technology in support of enhanced services offered through the Office of Records and Registration.
- Supervision and management of the production of academic transcripts and related services.
- Supervision of athletic eligibility processes. Collaborates with administrators, deans, faculty and IT to facilitate and improve services to students, including catalog and registration/records policy questions.
- Supervision of the coordination and processes for committee's action for establishing policies and procedures for registration, academic rules and regulations, transfer credits, grading, graduation requirements, cancellations, resignations, reinstatement of registration, and grade appeals.
- Work with dean, department chairs, faculty members and the Vice Chancellor for Academic Affairs to devise registration schedules and procedures. Counsels and advises students, faculty and staff on academic matters.
- Maintains up-to-date course schedules, catalogs, and final examination schedules.
- Supervises the processes for the articulation of transfer credits, student record updates, graduation and certification of associate degrees, certificates and diplomas, production of official transcripts, registration and commencement ceremonies.
- Assists in processing all student grades, grade changes and other changes and updates to academic records.
- Identifies appropriate internal controls for the Unit of Student Records/Registrar to monitor, ensure and document compliance with policy, procedures and established standards.
- Problem solves through research, analysis and resolution of student disputes as they relate to records and registration.
- Prepares annual plan, annual report and monthly reports as needed.
- Performs other job-related duties as assigned by the Vice Chancellor for Student Affairs and Enrollment Management Additional Information Help for Additional Information.
Minimum Qualifications:
- Must have a Master's degree in sociology, student affairs administration or related field from an accredited university.
- Must possess strong interpersonal, oral and written communication skills.
- A proven record in working successfully with diverse populations.
- Ability to collaborate effectively with university departments and cross-functional teams.
- Familiar with state reporting requirements.
- Profound interest in working with young adults, positive attitude, ability to plan and adapt to change, customer service oriented, highly motivated, goal oriented, attentive to detail, well organized, and able to manage multiple priorities and work well under pressure.
- Must have AACRAO, FERPA and Veteran's Affairs certification.
- Evening and weekend work and some travel are required.
Preferred Qualifications:
- Proficiency with Ellucian's Banner
- Five or more years of increasingly responsible financial/business and/or operations related administrative experience at or above the Assistant Director's level (or equivalent)
- Organizational and managerial skills with respect to complex, sensitive issues
