Description:
This is a position supporting NOAA's Office of Education (OEd) which provides advice and counsel to the Under Secretary of Commerce for Oceans and Atmosphere in matters pertaining to education. The office, in conjunction with the Education Council, coordinates educational activities across NOAA and develops NOAA's Education Strategic Plan and policy. These efforts help to ensure that NOAA's education programs and activities are based on NOAA science and support the agency's cross-cutting priority of promoting environmental literacy. The Office of Education directly implements and manages scholarship programs aimed at fostering American competitiveness in science by providing quality educational opportunities for the next generation.
Key Responsibilities:
Support the implementation of NOAA's Monitoring and Evaluation (M&E) framework to monitor and report Agency-wide progress towards the implementation of NOAA's Education Strategic Plan. Provide expertise for the development of performance measures, evaluation systems, logic models, data collection methods, and reporting systems for formal and informal education efforts across the agency. Collaborate and consult with Education Council Members on improving individual program evaluation plans. Provide expert advice and support for the development of NOAA's Annual Education Accomplishments Report and for the five-year update of NOAA's Education Strategic Plan. Provide support to NOAA's education evaluation efforts continually informing best practices and latest advancements in the field of evaluation. Provide advice and guidance to NOAA's Director of Education and the NOAA Education Council to ensure that evaluation efforts are compliant with federal requirements for evaluation and performance management. Coordinate with inter-agency STEM education evaluation efforts and education evaluation efforts of other federal science agencies Additional duties and responsibilities as assigned.
Level I specific tasks:
Lead and/or support internal M&E needs of undergraduate and graduate scholarship programs by developing M&E plans and data collection processes Draft or update logic model and logic model narratives, as needed, to outline program process, activities, measures, and outcomes Identify and analyze trends and barriers in the undergraduate scholarship application process by participating in scholarship application reviews and meetings, examining application responses, and analyzing application reviewers Design, revise, and administer scholarship program orientation and exit surveys Streamline process for updating and validating scholarship alumni status; clean and maintain tracking database Advise on process improvements based on evaluation findings; prepare presentations and reports to communicate findings and share results with internal and external audiences Represent scholarship programs at national conferences Level IV specific tasks Conduct Implementation Plan consultations, analyze implementation activities, and deliver presentations of NOAA Education Implementation evaluation Plan and facilitate meetings with NOAA Education Council Monitoring and Evaluation Committee. Manage ~10 web applications using Knack database Represent NOAA at Federal Interagency Working Groups Conduct individual evaluation consultations Mentor evaluation associates Required Skills/Education /
Certifications & Qualifications:
Level I:
MA or a MS in Education Evaluation, related degree, and 2-4 years of experience conducting evaluations of education programs; planning and implementing evaluation systems for large organizations or agencies; and with the development of logic models for education programming.
Level IV:
Ph.D in Education Evaluation, related degree, and 8-10 years of experience conducting evaluations of education programs; planning and implementing evaluation systems for large organizations or agencies; and with the development of logic models for education programming.
All position levels must have:
Experience with portfolio analysis of diverse education program offerings including grants, educator professional development and training, and educational outreach programs Experience implementing best practices in evaluation of formal and informal science education Experience with design and implementation of various evaluation methodologies and survey techniques in formal and informal science education settings. Strong knowledge of quantitative and qualitative evaluation methods and analysis techniques. About IBSS Corp.
