The Program Manager provides academic and administrative leadership for the Paramedic, Emergency Medical Technician (EMT), and Advanced EMT, programs. The Manager ensures compliance with accreditation standards, state and federal regulations, and institutional policies. This role oversees curriculum development, faculty and staff supervision, student recruitment and support, and clinical/field partnerships to deliver high-quality EMS education that prepares students for certification, licensure, and professional practice.The Program Manager is responsible for all aspects of program operation, including regulatory compliance, accreditation maintenance, instructional quality, and administrative functions. The role requires expert knowledge of EMS education, strong leadership skills, and the ability to coordinate effectively with clinical affiliates, healthcare providers, and regulatory agencies.
Responsibilities:
Provide leadership and direction for the Paramedic, Advanced EMT, and EMT programs. Ensure compliance with Committee on Accreditation of Educational Programs for the EMS Professions (CoAEMSP), Commission on Accreditation of Allied Health Education Programs (CAAHEP), Pennsylvania Department of Health Bureau of EMS, and institutional requirements. Develop, review, and update curriculum to align with the National EMS Education Standards and current professional practice. Recruit, hire, supervise, and evaluate program faculty and staff. Working cooperatively with the clinical coordinator, coordinate and monitor clinical and field internship sites, ensuring effective affiliate agreements and student learning experiences. Manage program resources, equipment, and budget. Monitor student progress and outcomes; implement strategies for retention, success, and program improvement.? Oversee the accreditation process, including reports, data collection, and site visits. Conduct program evaluation and continuous quality improvement. Serve as liaison with healthcare partners, regulatory agencies, and professional organizations. Advise students and support academic success. Represent the program at professional meetings and community events. Perform other related duties as assigned. Bachelor's degree required Master's degree preferred (EMS, healthcare, education, or related field). Minimum of three (3) years of academic or clinical experience in prehospital care education within the past five (5) years. Minimum of one (1) year of formal training, internship, or leadership/administrative experience.Knowledge of the following:
EMS education standards, accreditation processes, and state/federal regulations. Instructional methods, student assessment, and curriculum development. Principles of leadership, supervision, and program administration. Budgeting, resource management, and educational technology. Clinical and field internship coordination and evaluation. Ability to lead, manage, and continuously improve an accredited EMS education program. Interpret and apply CoAEMSP/CAAHEP standards and state EMS regulations. Recruit, mentor, and evaluate faculty and staff.? Foster strong partnerships with EMS agencies, hospitals, and community stakeholders.? Communicate effectively in writing and verbally across diverse audiences.? Manage multiple priorities and meet deadlines.Licensure, Certifications, and Clearances:
Licensed or eligible for licensure in the state of Pennsylvania as a Paramedic or Registered Nurse. Must maintain current certification/licensure and demonstrate knowledge of EMS scope of practice. Paramedic OR Registered Nurse (RN) Act 34 Current licensure either in the state where the facility is located or, if the facility is in a state covered by the multistate Nursing Licensure Compact (NLC) agreement, a multistate license issued by a participating NLC state. Hires and current employees working on an out-of-state NLC license who later change their residency to the state where the facility is also located will have 60 days upon changing their residency to apply for licensure within that state.
