Job Description

POSITION SUMMARY
This position performs professional and administrative work to plan and supervise programs designed to increase the effectiveness of an assigned area within the Library (Community Services, Technical Services, or Children's Services), under the general direction of the Library Director.
ESSENTIAL FUNCTIONS
Oversees, coordinates, and supervises daily operations of the assigned section staff, and volunteers; recommends updates and revisions in departmental policies and procedures. Coordinates scheduling of all library staff and volunteers; assigns and approves work of subordinate staff; interviews, recruits, hires, trains and evaluates library staff and volunteers. Provides training and guidance to staff in assigned areas as needed. Develops, implements, interprets, and evaluates departmental policies and procedures; recommends revisions to Library policies. Assists Director in evaluating, selecting, and implementing library operational software, including, but not limited to, ILS and peripheral services, and computer maintenance software. Assists in the development of long range program philosophy and programs to assist in meeting the City's strategic goals and initiatives. Responds to library patron inquiries, providing specific answers or directing them to appropriate sources; interprets library policies and procedures for library patrons. Assists patrons in the location, referral, and selection of materials and related information. Catalogs library materials according to established professional standards; maintains, edits and updates computerized records as necessary. Promotes use of library resources through instructional tours, special activities or programs, and community contacts. Approves cataloging completed by other personnel. Complies, edits, maintains and updates MARC records database of library materials; corrects database discrepancies. Selects, recommends, and purchases library materials; communicates and coordinates purchases with vendors; identifies and removes materials to be withdrawn in assigned area. Resolves library patron complaints and concerns in a customer service oriented, friendly manner. Assesses, bills, and processes damaged materials. Records damage and communicates with patrons. Documents material losses. Oversees the volunteer program in conjunction with library clerks. Responsible for ensuring all volunteers are assigned to an appropriate department and trained accordingly. Responsible for ensure that volunteer statistics are recorded accurately. Assists with annual volunteer luncheon. Assists other Library service areas in special projects. Oversees the development and implementation of community outreach programs. Creates and implements thematic story times for children each week during the school months; prepares summer reading programs. Plans displays; updates as needed. Staffs public desks and assists as needed.
REQUIRED KNOWLEDGE AND SKILLS
Knowledge of professional Library principles, practices and administration. Knowledge of Library programs and technology automations. Skill in library collection development. Knowledge of and ability to effectively utilize the principles of strategic and long and short-range planning. Knowledge of management and supervisory practices & principles. Skill in analyzing complex administrative information and issues, defining problems and evaluating alternatives and recommending methods, procedures and techniques for resolution of issues. Ability to research and analyze detailed information and make appropriate recommendations. Ability to plan, develop, implement, and evaluate projects and programs. Ability to maintain a professional demeanor when dealing with the public. Ability to develop department goals and objectives. Ability to take control of situations, dictating subordinate activities in a responsible manner. Ability to instruct and train in methods and procedures. Ability to make final employment recommendations. Ability to prepare performance evaluations and make recommendations regarding unsatisfactory employees. Ability to assign work, add or delete; plan work, establish priorities. Ability to approve time off. Ability to maintain staff personnel records. Ability to perform detailed work accurately and independently in compliance with stringent time limits with minimal direction and supervision. Ability to prioritize duties to accomplish a high volume of work product while adapting to constant changes in priority. Knowledge of City policies, procedures and practices. Knowledge of local government organization and its departmental operating requirements. Ability to analyze and prepare organizational and functional reports from research data. General knowledge of standard office procedures, practices, equipment and office assistance techniques.
EDUCATION, EXPERIENCE, AND CERTIFICATIONS
Bachelor's Degree in Library Science. Master's Degree in Library Science preferred. Previous library experience preferred Must meet library core competencies within one year of hire date. This position closes at 12:00 noon, Friday, June 26, 2026.
