INTRODUCTION
This position assists the Child Development Center (CDC) Director in overseeing a developmentally approprie child and youth program (CYP) as well as the management of the program and facilities. CYP provides approprie developmental care and instruction for children and youth ranging in age from six weeks to 18 years. The incumbent is responsible for administrion of the facility to include assisting the CDC Director with budgeting and financial management, personnel management, food service, facility operions, and compliance, among other tasks. Serves as a first level supervisor for assigned staff and assists the CDC Director in the supervision of the day-to-day operion of the program/activity. The incumbent reports and works directly with the CDC Director with minimum supervision to accomplish the overall objectives of administering the program. Work is subject to review for adequacy of program accomplishments, effectiveness, and compibility with other work, and compliance with requirements. Responsible for overall customer service standards, scheduling staff, financial accountability and accounting for on hand cash, waiting list procedures, childcare enrollment procedures, room counts/tendance reports, and United Stes Department of Agriculture (USDA) reporting. Recommends to the CDC Director innovion/policy changes or refining methods and techniques to be used in providing and continually improving the CYP. In the absence of the CDC Director, the incumbent assumes responsibilities and performs duties and requirements of the position under higher level supervision with oversight. The incumbent is expected to apply subject knowledge, ensure policy compliance, and use initiive and creivity in accomplishing plans, outcomes, goals, and objectives. The success of the CYP requires ongoing interpretion of program policies, professional development of CYP employees, and needs of children, youth, and parents. The work includes numerous and unreled processes and procedures concerning the wide variety of activities in a CYP. The incumbent serves as a manded reporter as prescribed by local policy in the case of suspected incidences of child abuse and neglect. The incumbent has knowledge of Federal, Ste and local laws governing the detection, prevention, and reporting of child abuse and/or neglect.
MAJOR DUTIES AND RESPONSIBILITIES
The duties and responsibilities are grouped into cegories. Assistant Director duties include, but are not limited to:
PROGRAM MANAGEMENT
Assists with providing program oversight and accountability for the performance of employees, the safety of children, and customer needs. Assists with the collection and maintenance of up-to-de stistical da for planning and reporting purposes for higher headquarters and stutory requirements and to maximize spaces and ensure th resources accommode the needs of command personnel. Assists with the development, implemention and analysis of surveys and needs assessments of staff and prons to ensure approprie programming and hours of operion.
FINANCIAL AND FACILITY MANAGEMENT
Operes the program in compliance with internal control standards. Assists with the preparion and execution of Appropried fund (APF) and Non-appropried fund (NAF) budgets. Conducts written analysis of budget variances as necessary. Assists with the development of the capital budget to include facility sustainment, restorion, renovion and maintenance; equipment; furniture and fixture life cycle replacement; and curriculum updes. Assists in managing the purchases of supplies, travel, training, contracted services, and capital expenditures. Tracks and analyzes income and expenditures and assures accounting of all funds and assets. Assists with the collection, accure accounting, and reporting of funds received from prons. Ensures staff is properly trained in cash handling procedures to include collecting, recording and deposition all fees/charges. Ensures standards are maintained for facility condition, safety and sanition. Inities and tracks work requests, coordining and seeking approval for facility needs from routine maintenance to major renovion or construction. Interfaces routinely with the support proponent(s) for facility maintenance, repair, and modernizion and provides oversight of routine maintenance and renovion. EVALUATIONS
Qualificions
REQUIRED EXPERIENCE
Minimum of 18 months' experience working in group programs with children/youth as well as demonstred knowledge in theories and principals of child/youth development. Experience must demonstre the ability to lead junior staff in the accomplishment of work.
REQUIRED EDUCATION
Bachelor's degree or advanced degree in youth development, elementary or secondary educion, family and consumer science (human development emphasis), special educion, or other fields approprie to the position. OR A combinion of educion and experience (e.g. courses equivalent to a major in a field (24 higher level semester hours) approprie to the position (see above) plus approprie experience or additional course work th th provided knowledge comparable to th normally acquired through the successful completion of the 4-year course of study described above. Must be able to obtain and maintain TIER-1 Child Care (CNACI) background checks which are required for positions th involve working with children under 18 years of age. Must pass a preemployment physical and annual physical, thereafter, provide evidence of immunizion and be free from communicable disease. Must complete all DoW training requirements within the specified time including oriention, initial, DoW Standardized Module Training, and annual ongoing training requirements, and required certificions, if any. Must maintain current food handlers, CPR and First Aid certificions. May be required to obtain a government driver's license. Ability to communice effectively in English, both orally and in writing, and possess strong interpersonal communicion skills. Must have the ability to use Microsoft Office Suite. Must be able to lift and carry children and objects up to 45lbs independently and over 45lbs with assistance.
Note:
This position is identified as a Test Designed Position (TDP). The incumbent is subject to random drug testing because duties must be performed with a high level of productivity, reliability and judgment to prevent adversely affecting personnel safety, and causing risk/damage to government property, and/or significant adverse impact to day-to-day operions.
