Job Description
Provides district-wide leadership, in coordination with the Director of Preschool Special Education, in early learning curriculum, instruction, assessment and professional development to support City Schools' senior leadership, principals and early learning staff in the work of implementing the Maryland College and Career Ready Standards for all students in Pre-K. Directs and supervises the identification of instructional needs of the Early Learning teachers and organizes appropriate resources. Plans and organizes professional development for the early learning staff and teachers in areas such as curriculum and assessment. Evaluates instruction and curricular, instructional, and assessment materials for early learning programs. Responsible for the implementation of Blueprint for Maryland's Future legislation in Baltimore City Public Schools Pre-K programs and its impact of building and maintaining high quality Pre-K classrooms. Essential Functions Curriculum and Instruction and School-Based Supports Directs the development, dissemination, implementation, and evaluation of Pre-K curriculum. Orchestrates systemic early childhood education and early learning initiatives and oversees and evaluates the effectiveness of the Office of Early Learning. Collaborates with district office, Community Learning Network (CLN), and school-based staff to improve instruction in early childhood classrooms. Collaborates with content experts to ensure curricular alignment from pre-kindergarten to early elementary grades. Oversees the selection and evaluation of educational materials for use in early childhood instructional programs. Support Baltimore City Public Schools with implementing the Early Childhood policy areas for the Blueprint for Maryland's Future Oversees Centralized Pre-K Enrollment process Grants and Fiscal Management Seeks and prepares federal, state, and private grant proposals to secure resources to support instructional programs initiatives in early learning. Manages budget for the Office of Early Learning. Develops and monitors time and expense project budgets. Develops project plans and schedules required to successfully complete projects on time and within budget constraints. Partnership Liaise with community-based providers, such as Head Start, childcare, and private Pre-K providers regarding policies for young children and to ensure equitable access to high-quality early learning experiences. Develops strategies to strengthen home-school partnerships and enhance parent participation in early learning. Disseminates information regarding early childhood education and early learning programs and opportunities. Establish and maintain effective working relationships with various levels of staff and the public Liaise with MSDE regarding early childhood education policies and regulations Staffing and Evaluation Oversees and assesses the effectiveness of early learning initiatives and ensures alignment with district goals and compliance with federal, state, and local regulations. Develops and implements monitoring systems to assess the effectiveness of early childhood programs using research-based methodologies. Participates in the planning and evaluation of new, renovated, and existing school facilities for early learning programs. Uses current research to develop programs and strategies to improve student outcomes associated with local, state, and national assessments. Plans and controls staffing, and performs other human resources, finance, and payroll related functions for assigned employees. Performs and promotes all activities in compliance with equal employment and nondiscrimination policies; follows federal laws, state laws, school board policies and professional standards. Maximum Salary 202832.00 Minimum Salary 118909.00 Desired Qualifications Master's degree in early childhood education, special education, or related field. A degree must be from an accredited college or institution. Maryland State Department of Education Advanced Professional Certificate with Administrator I endorsement required. At least 3 years teaching in an early childhood setting; special education teaching experience strongly preferred. Experience interacting with a diverse student population. Experience in implementing, evaluating and supervising curriculum and instructional strategies and designs for students in pre-k. Experience in coordinating large scale, district wide development opportunities for teachers. Knowledge of current research in best practices for early learning. Ability to lead and work collaboratively with a highly productive team of individuals. Excellent verbal and written communication skills. Ability to give persuasive presentations to diverse stakeholders. Proficient in multiple computer applications including Microsoft Office, PD Tracking and reporting software, databases, and Online Professional Learning software. Ability to multi-task, prioritize changing assignments, organize busy workload, meet deadlines, and work well under pressure, while exercising excellent attention to detail. Knowledge of laws, regulations, rules, and policies affecting City Schools' educators, including but not limited to the Blueprint for Maryland's Future legislation and MSDE Accreditation of prekindergarten programs; Unless expressly stated otherwise with respect to the qualifications indicated in the position description, City Schools reserves the right to consider other combinations of applicable education, training, and experience which provide the knowledge, abilities, and skills necessary to perform effectively in the position. Ability to develop and maintain strong working relationships with school system employees and managers at all levels, government agencies and community stakeholders.
