Job Description

JOB FUNCTION
Support the goals and objectives of Bright & Early ND, North Dakota's Quality Rating & Improvement System (QRIS), by conducting onsite observations and assessments of participating child care and early education programs. Collect and track data for both programs, author and share observation summary reports, and collaborate with QRIS colleagues and State partners.
QUALIFICATIONS
Minimum Current Early Childhood Workforce Registry Member One of the following: o Associates degree or higher with at least eight-credits in Early Childhood Education/Child Development o Current CDA Credential § AND ability to attain a minimum of an Associates degree or equivalent credits in Early Childhood Education/Child Development within three years Minimum of two years of experience working directly with children ages birth - eight years Valid Driver's License and current vehicle Insurance Preferred Current Infant, Toddler, and/or PreK CLASS Reliability Certificate Associates degree or higher in Early Childhood Education or Child Development Lived Experience or a history working with individuals with low incomes

PROGRAM REQUIREMENTS
Data Privacy Training Appropriate Early Childhood Workforce Registry Membership, Career Pathway Placement (Category E or Higher), Employment & Work Experience documented & on file Comply with all QRIS Coach Endorsement requirements from North Dakota Health & Human Services o If applying for a Provisional Coach Endorsement, a professional development plan will be created to achieve Primary Coach Endorsement within three years o Complete initial coach endorsement training modules within first three months of employment, verified on Early Childhood Workforce Registry o Complete requirements for Quality Coach Endorsement Renewal within one year of initial endorsement, including CLASS Reliability Certificate from Teachstone, and Interrater Reliability Certificate from Teaching Strategies Comply with all CLASS Assessor Endorsement requirements o If applying for a Provisional Assessor Endorsement, a professional development plan will be created to achieve Primary Assessor Endorsement within three years o Complete initial RBPD endorsement training modules with first three months of employment, verified on Early Childhood Workforce Registry o Complete requirements for initial RBPD Endorsement within three months, including Infant, Toddler, and/or PreK CLASS Reliability Certificate from Teachstone Ability to arrange own transportation to meet with clients and conduct business within the assigned service area
ESSENTIAL FUNCTIONS
Implement Program Activities Coordinate and conduct onsite assessments for child care and early education programs to facilitate quality improvements a) Work in cooperation with ND QRIS Manager and the State to plan and schedule onsite observations and assessments for child care centers, family child care programs, and early education programs participating in Bright & Early ND b) Provide reliable CLASS in programs participating in Bright & Early ND c) Provide written summary report(s), including meaningful feedback to inform quality improvements, within 15 business days of the observation of the program d) Implement the procedures and duties outlined in the Bright & Early ND Policy Manual e) Provide standardized information and materials, developed by the State, to Program Directors, Lead Teachers, and/or Lead Caregivers f) Collaborate with ND QRIS Manager, ND QRIS Coaches, and state partners to ensure that Bright & Early ND participants receive all available supports and program components g) Maintain knowledge of current early childhood and adult learning research and best practices Culture and Maintain Relationships a) Establish and maintain positive working relationships with Bright & Early ND participants b) Develop and maintain productive relationships with community partners and county agencies, including child care licensors, child care provider associations, and Child Care Aware of ND c) Develop relationships with culturally based community organizations and newcomer communities to ensure Bright & Early ND services are culturally responsive and accessible d) Represent CAPLP Child Care Connections in professional early childhood associations, area Early Childhood Initiatives, and other regional community events and meetings as requested by ND QRIS Manger Data and Documentation a) Follow established professional, ethical, and legal standards including maintaining confidentiality, upholding data privacy, and being a mandated reporter b) Use computer software applications to communicate clearly and to manage information accurately and punctually, including inputting data, editing databases, retrieving specific records, and completing reports to communicate the information c) Enter CLASS observation scores and data into the North Dakota Early Childhood Registry d) Develop standardized resources as needed, in collaboration with ND QRIS Manager and the State Agency and Division Support a) Represent Agency in communities we serve b) Align and build on efforts to achieve a shared vision and common goals in serving people c) Assist with Agency projects as requested d) Attend and participate in agency, community and state meetings as requested e) Participate in agency provided trainings and seek out additional training to enhance professional development f) Assist with onboarding and training of Agency team members as requested g) Compile and submit required documentation h) Availability to work designated Agency hours for your Division and position Commit to, embrace, and uphold the CAPLP Core Values 1) Raise the
