Full-Time | Monday-Friday, 8:00 AM-5:00 PM (1-Hour Lunch) Position Summary The HQS Inspector / Program Assistant is responsible for conducting Housing Quality Standards (HQS) inspections in accordance with HUD regulations and Housing Authority policies. This position also provides administrative, compliance, and operational support for Housing Choice Voucher program department functions, special projects, and agency operations. Essential Duties & Responsibilities Housing Quality Standards (HQS) Inspections Conduct initial, annual, biennial, complaint, special, quality control, and re-inspections for Housing Choice Voucher units. Document inspection findings accurately and timely using Housing Authority software systems and inspection tools. Educate landlords, property owners, and program participants regarding HQS deficiencies, required repairs, and compliance deadlines. Verify completion of repairs and ensure units meet HUD standards before assistance can begin or continue. Coordinate and schedule inspections with landlords, tenants, and property managers. Maintain inspection schedules, records, reports, and correspondence in accordance with HUD requirements and agency policies. Program Administration & Support Assist with program compliance through file reviews, audits, and quality control activities. Conduct rent reasonableness determinations in accordance with HUD regulations and Housing Authority policies. Prepare and distribute briefing packets, annual recertification packets, notices, and other program documents. Provide administrative and program support to HCV Specialists, Application Specialists, and other agency staff. Assist with participant and landlord communications, scheduling, data entry, and record maintenance. Other duties as assigned. Qualifications Education & Experience High school diploma or equivalent required. Minimum of two (2) years of administrative, customer service, housing, inspection, or related experience preferred. Equivalent combinations of education and experience will be considered. Experience with HUD programs, affordable housing, property inspections, or regulatory compliance is a plus. Skills & Abilities Strong customer service and communication skills. Excellent organizational and time-management abilities. Ability to interpret regulations, policies, and procedures. Proficiency with computers and standard office software. Ability to learn specialized housing and inspection software. Physical Requirements Ability to travel throughout the service area to conduct inspections. Ability to lift, carry, push, or pull materials weighing 5-25 pounds. Ability to operate office equipment and perform computer-based work. Ability to communicate effectively in person, by phone, email, and in writing. Additional Requirements Valid driver's license and clean driving record required. Must be able to obtain and maintain a bank account for direct deposit payroll. Must successfully pass pre-employment screening. Drug-free and marijuana-free workplace.
