The Dean of the Teaching and Learning Division serves as the College's leader for the full integration of a proactive and responsive online curriculum and evolving contemporary vision for teaching and learning support. The dean is responsible for the direct management of division operations, including personnel, budgetary, and curricular functions. The dean manages appropriate functions to ensure the educational needs of students and the community are met, and serves as a principal advisor to the vice president. Working collaboratively with division personnel, sets goals, direction, and vision for the division. Provides leadership and participates in institutional planning and management of the College. Serves on appropriate college, community, and statewide councils, committees, and task forces.Essential Duties:
40% Division Leadership, Supervision & Governance Perform the full range of supervisory responsibilities for Teaching and Learning division personnel. Manage staffing processes in cooperation with Human Resources, ensuring compliance with contracts, policies, and regulations. Make personnel recommendations to the Vice President. Direct instructor approvals in Essential collaboration with the Dean of Instruction. Review staff assignments and faculty work plans. Administer performance appraisal processes, assign workloads, and conduct evaluations within agreed timelines. Counsel personnel on performance-related issues and encourage professional development. Participate in college strategic and master planning. Lead institutional effectiveness processes within the division, aligning goals with collegewide priorities of productivity, equity, and quality. Facilitate communication and represent the division on college committees and to external constituencies. 20% Strategic Leadership for Online Learning & Innovation Provide strategic leadership for the growth and data-driven expansion of high-quality online and hybrid learning programs. Develop program, service, and support plans aligned with institutional priorities, including labor market demand, transferability, and student need. Develop and implement culturally responsive and inclusive online and hybrid program operations centered on historically underserved and marginalized communities. Ensure flexible service delivery modalities that promote access and equitable student outcomes. Promote accessible design and effective use of technology in all learning modalities. Provide institutional-level leadership and accountability for teaching and learning innovation, online programs, instructional environments, and Academic and Student Affairs technology systems. 20% Academic Programs, Systems & Student Services Oversight Provide leadership and administer all aspects of the division's curricular offerings. Coordinate with Academic Affairs to ensure compliance with state, institutional, and peer review requirements. Implement statewide tracking of programs and students. Encourage development of new programs and innovative instructional approaches. Serve as Canvas system administrator and lead in making decisions regarding Canvas. Oversee development of the schedule of classes, catalog, and program publications. Plan and deliver instructional programs through eLearning and across all LBCC sites. Oversee the Library and Learning Center and provide support to the Director. Oversee the Accessibility Resources and Testing and provide support to the Director. Oversee Canvas Support. Lead the Accessible Materials Committee to ensure compliance with Administrative Rules related to accessibility. Process student complaints in accordance with student rights and responsibilities guidelines. 10% Operations, Facilities & Community Engagement Oversee the use and operation of facilities and equipment, ensuring compliance with safety protocols. Recommend facility and equipment needs to the Vice President. Work with industry to obtain equipment and resources and follow procedures for accepting donations. Facilitate communication between centers and departments to align processes and decision-making. Work closely with center directors to set goals and address operational needs. 5% Fiscal Management & Resource Stewardship Establish priorities and direct development of division budgets in collaboration with department chairs and the Vice President. Participate in the annual budget process. Administer all aspects of the division budget in accordance with college, state, and federal guidelines. Monitor expenditures, approve purchases, administer grants, and manage multiple revenue sources. Ensure compliance with grant and contract requirements and evaluate program delivery. 5% Other duties as assigned.Minimum Qualifications:

Work is performed in an office environment with frequent interruptions and irregularities in the work schedule. Incumbents must be able to use a computer and communicate effectively in person, over the phone and in front of groups. Working hours may vary and occasional early morning or evening work is required. Periodic travel is required. During term breaks in the academic calendar and summer session, the dean may assume the responsibilities of department chairs.Education and Experience Education and Training:
Requires a master's degree in a discipline, or related to a discipline, taught atLBCC . A
master's degree related to learning is preferred.Experience:
Requires three (3) years' teaching or related instructional experience at the college level, preferably at a community college; with a minimum of two (2) years supervisory, department chair, or equivalent management experience; OR an equivalent combination of education, training, and experience necessary to successfully perform all essential functions of the job. Experience related to the division's fields and programs is preferred. Online teaching experience is highly preferred.Knowledge, Skills and Abilities Knowledge, Skills and Abilities :
Position requires broad understanding of community college management and administration ranging from academic to financial affairs. The position requires well-developed teamwork skills and a commitment to team collaboration, including facilitation of the decision-making process. Requires ability to foster collaboration among diverse personnel. Must have the ability to positively interact with a diverse student population, faculty, staff, and community. Highly developed written and oral communication skills are essential, including the ability to be a good listener. Must have public speaking skills. Requires strong planning, organization, and leadership skills. Creativity, innovation, and flexibility are vital in working with diverse and complex job components. Must have the ability to meet timelines and adapt to rushed deadlines is required. Requires knowledge of instructional delivery and the elements of effective teaching and learning. Must have a thorough understanding of division/program curriculum and college requirements for completion of degrees and certificates. Must be familiar with the preparation of course outlines and course/program approval process. Thorough knowledge of institutional design and academic procedures, general college operations, and administration is preferred. Must have knowledge of retention theory, success indicators, statewide instructional service issues, and state program quality indicators. Requires knowledge of security and assessment procedures typical of standardized assessment instruments. Requires familiarity of local community services and ability to work with other agencies. Awareness of statewide educational reforms and changing skill requirements within the business community. Understanding of the external pressures and trends in community college education. Must understand general personnel/human resources practices. Must set clear expectations for employees. Requires an understanding of employee contracts, administrative rules, board policies, and state and federal statutes pertaining to personnel practices. Must have the ability to supervise others and to monitor and evaluate the work of a complex organizational entity. Excellent budget management skills are necessary with understanding of the legal requirements of public budget processes. Must be able to work comfortably with financial data and have well developed computational skills. Must have knowledge of established business office procedures. Requires knowledge of available sources for grants and familiarity with proposal and grant management processes. The ability to anticipate future needs and goals and to comfortably make decisions that can have substantial impact on students, the financial well-being and the image of the college is required. Must be computer literate with knowledge and efficiency in use of e-mail, internet, word processing, spreadsheets, and the ability to use multiple software applications and/or educational enterprise resource planning systems such as Ellucian Banner is required. LBCC is committed to the principles of Oregon Pay Equity. Management/Exempt starting salaries typically fall below mid-point of the range and are dependent on experience. The 2025-26 starting salary range for this position is $116,323 - $157,379 for a 248-day schedule.
