Civil Service Job Summary:
Performs paraprofessional work in planning, organizing, coordinating, and implementing program activities for one of the County's comprehensive programs for the elderly and other designated target groups; and performs other related duties as required.Examples of Duties:
(The following are examples of duties and are not necessarily descriptive of any one position in this class. The omission of specific duties statements does not preclude management from assigning such duties if such duties are a logical assignment for the position). Assists the program directors in planning for one of the County's programs for the elderly and other target group individuals; Assists in developing and implementing program goals and objectives; Assesses applicant referrals; Determines eligibility for participation; Conducts surveys and establishes contacts with program participants in order to gather information to determine levels of interest and areas of need; Assists in the coordination of services and activities with other public and private agencies in order to promote support for program activities; Orients and trains staff and/or volunteers; Evaluates program operations to ensure maximum efficiency of times, resources, equipment, and supplies; Conducts initial registration of participants and updates record on participants; Provides direct client services; Regularly evaluates and monitors the effectiveness and quality of the activities and services offered; Participates in the development of policies and procedures for utilization of facilities and equipment at the senior center; Participates as a member of an interdisciplinary case management team for the frail and vulnerable elderly; Serves as a resource speaker, facilitator, or trainer upon request; Maintains files and records; prepares reports as required; Attends required meetings, workshops, and training; and Performs other related duties as requested.Minimum Qualifications:
Training and Experience:
A combination of education and experience substantially equivalent to graduation from high school; and One (1) year of general work experience; and One (1) year of clerical work experience; and One (1) year of work experience in programs or services that support individuals with specialized needs or in a human services field.Qualifying General Work Experience:
Any work experience which may involve basic skills, to include but not limited to: reading, writing, computation and/or communication.Qualifying Clerical Experience:
Work experience which involved the performance of a variety of clerical tasks and demonstrated knowledge of office practices and procedures, and the ability to carry out procedures in clerical work systems, and operate various kinds of office equipment including computers, Microsoft Office, and other technologies.License Requirement:
Possession of a valid motor vehicle operator's license (Hawaii type 3 or equivalent); prior to completion of probation: possession of a valid National Certified Information Referral Specialist in Aging (CIRS-A) and a valid American Red Cross Standard First Aid Certificate. For civil service positions, applicants will be evaluated based on the content of their applications and depending on the position, may require additional assessments such as a written examination, performance examination or evidence of a valid driver's license before being placed on an eligible list for that class of work. Depending on your ranking on the eligible list, you may be invited to participate in the remainder of the selection process. For non-civil service positions, applicants do not need to meet minimum qualification requirements. Oral Interviews are conducted with a panel of interviewers and if you are selected for an interview you will be contacted by the hiring department. Employment references will be conducted for the final applicant. Applicants for civil service positions who meets the minimum qualification requirements are placed on an eligible list which will be used by departments to fill a vacant position for that class of work. An applicant will remain on an eligible list for 6 months. What is the difference between a civil service and non-civil service position? A civil service position must be filled through the merit system whereby applicants must be qualified to fill a position.
