Job Summary Office of Emergency Management (OEM) is empowered by the college and other local and state agencies to protect the campus community from disasters and emergencies. The OEM coordinates and plans alongside other local, state, and federal emergency managers and responders for mutual aid, training programs, disaster mitigation, response and recovery efforts, and overall community preparedness.
Responsibilities and Duties:
Serves as the primary emergency liaison with local, State and National agencies for NCTC Department of Public Safety. Develops and maintains required multi-hazard emergency operations plans, continuity of operations plans, memorandums of understanding and mutual aid agreements with other entities as well as other emergency plans and documents. Provides direction and guidance with campus and community partners on development, implementation and management of emergency communications and notifications systems. Assist in managing compliance standards and guidelines for emergency preparedness (i.e. Department of Education, Clery Act, Annual Security Report, OSHA, etc.). Available for 24-hour on-call response during emergencies to perform emergency management functions and related duties Monitor compliance with applicable regulations, codes, and District policies and directives for system-wide compliance and in technical specialty area(s) by inspection of facilities and operations, monitoring of equipment, science and industrial laboratories, work areas, and work practices and procedures, and collection of appropriate data and records. Coordinates planning, developing, and implementing strategic initiatives that strengthen the campus's ability to respond and recover from an emergency. Maintains and inspects all fire and life safety devices district-wide. Works on professional committees and assignments, participates in professional training and attends relevant conferences, and/or is mentored or coached on a formal or informal basis. Direct and coordinate all available resources to protect the life and property of NCTC, in the event of a disaster or crisis, through a collaborative program of prevention, preparedness, response, recovery, and education. Other duties as assigned. Responsibilities and duties may change based on the needs of the department and the institution. Required Education Bachelor's degree or higher from an accredited college or university Bachelor's degree in Emergency Management or related field preferredRequired Certifications:
ICS 100, 200, 363, 700, and 800 Training Courses. Must be completed by hiring date. International Association of Emergency Managers "Certified Emergency Manager" Certification preferred Valid Drivers License Required Required Skills & Abilities Demonstrated ability to work under considerable pressure and stress in emergency situations. Excellent presentation skills to give engaging, persuasive, and effective presentations to large and small audiences including students, faculty, staff, and the general public. Ability to demonstrate openness and responsiveness to new ideas, adapt to change and influence others in a positive manner Ability to develop and maintain working relationships and coordination with private, local, state and federal emergency response officials Knowledge of local, state, and federal rules, guidelines and standards for disaster preparedness planning Knowledge of mitigation, preparedness, response and recovery concepts and principles Excellent written communication skills and interpersonal communication skillsPreferred Skills & Abilities Preferred:
- Experience in public health
- Experience in customer service industry
